EPA Brownfields Program

EPA's Brownfields Program empowers states,
communities, and other stakeholders to work together to
prevent, assess, safely clean up, and sustainably reuse
brownfields. A brownfield site is real property, the
expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a
hazardous substance, pollutant, or contaminant. In 2002,
the Small Business Liability Relief and Brownfields
Revitalization Act was passed to help states and
communities around the country cleanup and revitalize
brownfields sites. Under this law, EPA provides financial
assistance to eligible applicants through four competitive
grant programs: assessment grants, revolving loan fund
grants, cleanup grants, and job training grants.

Additionally, funding support is provided to state and
tribal response programs through a separate mechanism.

Community Description

The Town of Chelmsford was selected to receive a
brownfields cleanup grant. Located in northeastern
Massachusetts, Chelmsford (population 33,858) contains
many brownfield sites. The state currently identifies 188
sites in the town where oil and hazardous substances
releases have occurred and require environmental
management. Contamination from the target site has
affected a drinking water aquifer and a public drinking
water supply well. In addition, the area contains
significant environmental resources, including acres of
wetlands and the River Meadow Brook, which has been
designated a "Priority Habitat of Rare Species" by the
state's Natural Heritage and Endangered Species Program.

These environmental resources are valuable to the
community as a natural ecosystem and recreation area.

Cleanup of the target site will reduce risks to the town's
residents and natural resources. The town expects to
market the site for redevelopment for light industrial use
or office space to increase the local tax base and create
jobs.

Cleanup Grant $200,000 for hazardous
substances

EPA has selected the Town of Chelmsford for a
brownfields cleanup grant. Hazardous substances
grant funds will be used to clean up the former
Silicon Transistor Corporation site at 27 Katrina
Road. From 1965 to 2001, the site was used for
manufacturing, first by the KSC Semiconductor
Corporation and later by the Silicon Transistor
Corporation. Site soil and groundwater are
contaminated with chlorinated volatile organic
compounds. Grant funds also will be used to
conduct community outreach activities.
