PROJECT DESCRIPTION

Toho Water Authority will repair, rehabilitate, and replace sewer mains, sewer lines, and
manholes. The project will reduce the number of emergency failures and inflow and infiltration
into the existing gravity sewer system. This project will reduce environmental impacts
associated with infiltration and inflow into the wastewater collection system and fix aging and
damaged infrastructure.

PROJECT BENEFITS

•	Reduces the frequency and volume of sanitary sewer overflows that result from the
problems with the collection system

•	Helps the Water Authority meet its regulatory requirements by addressing collection
system deficiencies

•	Saves Toho Water Authority ratepayers an estimated $7.9 million by financing the
project with a WIFIA loan compared to a bond issuance
