SEPA Bayou Verdine Removal Action Activities Update United States Environmental Protection Agency Bayou Verdine Lake Charles, Louisiana September 2012 The purpose of this update. • Construction Activities • What to Expect • Special Points of Interest • Community Participation • For More Information Construction Activities to Start in September The United States Environmental Protection Agency (EPA) has announced that the next phase of the removal action to cleanup Bayou Verdine is set to begin on September 24, 2012. The removal action is being undertaken in accordance with a Federal Consent Decree signed by EPA and the responsible parties, Phillips 66 and Sasol North America, in 2011. The Removal Action Work Plan for the cleanup of Bayou Verdine was approved by EPA in December 2011. Bayou sediments have been impacted by industrial wastes such as Polynuclear Aromatic Flydrocarbons (PAFIs) and heavy metals. These chemicals are not present in concentrations that pose a threat to human health. Phillips 66 and Sasol North America have selected Conestoga Rovers and Associates (CRA) of Baton Rouge as the lead contractor to perform the removal action of sediments from the bayou. The first phase of the removal action work will consist of construct- ing a lined impoundment inside of the Phillips 66 refinery to accept the sediments from the Bayou. Next, sediments will be dredged from Bayou Verdine and placed in the impoundment, then de- watered and the clean water discharged back into Bayou Verdine. At the end of the removal action, the impoundment will have a soil cover placed over the top of the sediments after dewatering is com- plete. Work on the sediment removal phase of the project is expected to continue through 2013. You will receive updates throughout the removal process. What to Expect Over the Next Twelve Months During the first four months construction activities will take place entirely inside the Phillips 66 refinery in Westlake. Construction crews will be working to raise levees and install a synthetic liner in a pond inside the refinery near Trousdale Road. Most of the construc- tion activity will involve removing water in the pond and transferring it to the pond next to it. After the water is removed from the pond, clean soil from off site will be brought in to construct the levees, followed by installation of the synthetic liner. In the first half of 2013, crews will begin removing debris and sediments from Bayou Verdine from areas inside of the Phillips 66 refinery. The debris will be hauled off-site to a permitted waste disposal facility and sediments will be placed in the lined impoundment inside the refinery. EPA presented information on the Bayou Verdine removal action and answered questions regarding the nature and extent of contamination of Bayou Verdine and the proposed schedule for the removal ------- action. EPA and the Calcasieu Estuary Task Force are committed to working together to keep the local community informed of the Bayou Verdine removal action progress.
