PROJECT DESCRIPTION:

The Water Treatment Plants Improvements Program is a multi-faceted plan that will improve water
quality, system reliability and safety, and resilience to changes in source water quality at the District's
water treatment plants. The purpose of these projects is to improve drinking water quality, improve raw
water source quality, improve drought preparedness, reduce disinfection by-products, reduce corrosion,
improve safety and reliability, and prepare for the effects of degraded water quality due to wildfires in
the watershed.

Selected projects must submit an application for a WIFIA loan, pass a creditworthiness assessment,
negotiate a mutually agreeable term sheet, and execute a credit agreement to receive WIFIA funding.
An invitation to apply indicates that EPA believes the selected projects will be able to attain WIFIA loans.
