I. Welcome, Introductions, & Announcements

Action Items:

Reorganization Update

¦	Draft minutes from the October 5th, 2007 Principals' Staff Committee (PSC) ad hoc Chesapeake
Bay Program Reorganization Meeting will be sent out on Friday, October 19th. The minutes will
include the organizational structure proposed by the workgroup.

¦	Members from the ad hoc Reorganization Workgroup and the Implementation Committee (IC)
will provide comments on the minutes by November, 2nd.

¦	The IC will discuss the organizational structure at the November IC meeting.

¦	The Reorganization Workgroup will draft a set of operating principles for the recommended
organizational structure and forward them to the IC for discussion.

Budget Steering Committee (BSC) Update

¦	Diana Esher will attempt to reconcile the outcomes of the BSC and EPA staff budget reviews and
will reconvene the BSC in early December to discuss the reconciliation proposal. The product of
that discussion will be discussed at the IC in January.

¦	Jeff Lape will present a proposal for reinvestment of EPA CBP funds for IC discussion at a future
IC meeting.

II. Forest Conservation

A1 Todd (USFS) and James Remuzzi (Alliance for the Chesapeake Bay) described the Forestry for

the Bay program which is prepared to be publicly launched.

Mike Fritz (EPA) gave a run through on the current status of the draft Forest Conservation goals.

Action Items:

Forestry for the Bay

¦	The IC has no objection to CBP endorsement of Forestry for the Bay.

¦	IC members may provide further comments to James Remuzzi.

¦	The USFS, EPA, and ACB staff will revise content of Forestry for the Bay the backgrounder and
press release to respond to comments raised by IC members.

¦	James Remuzzi will give a final presentation on Forestry for the Bay at Nov. 15th IC meeting.

¦	Jane Ballentine and CBP Communications Office will draft a communications strategy for
Forestry for the Bay.

Forest Conservation Goals

¦	Jane Ballentine and Sally Claggett will draft a press release on the Forest Conservation goals.

¦	Mike Fritz will give a final update on the Forest Conservation Goals at the Nov. 15th, IC meeting.

¦	The IC will decide the communications (roll-out) strategy for Forestry for the Bay and forest
conservation goals when the Executive Council meeting agenda is more clear.

III. Responding to Population Growth and Development

Jeff Lape (EPA) & Norm Goulet (New Development Task Force/No. Va Regional Commission)

Jeff Lape and Norm Goulet provided a Powerpoint presentation on the challenges of growth and

development, and a proposal on how CBP can counteract threats.

Action Items:

•	CBPO staff and Jeff Lape will continue to revise the Powerpoint presentation used at this IC
meeting using input from IC members and others to further refine the framework of a strategy to
address development growth.

•	By the Nov. 15th IC meeting, CBPO staff will draft a strategy on how the partnership could
respond to recommendations from the EPA Inspector General's report, "Development Growth
Outpacing Progress in Watershed Efforts to Restore the Chesapeake Bay."

¦	IC members may contribute digital images of model examples of environmental site design
implementation to Reggie Parrish (EPA. E-mail Reggie at: parrish.reginald@epa.gov.

¦	TetraTech will provide a draft final report on principles for environmental site design two weeks
prior to the Dec. IC meeting. Simultaneously, Tetra Tech and CBPO staff will also be seeking
comments on the Tetra Tech draft report from New Development Task Group members, the Urban
Stormwater Workgroup, and the Nutrient Subcommittee.

IV. Planning the Chesapeake Executive Council Meeting
Matt Fleming, MD Dept of Natural Resources

Matt Fleming outlined the December 5, 2007 EC meeting. A discussion followed focused on providing
comments for planning the meeting.

Action Items:

¦	CBPO staff will work with USD A staff to put together invitations for USD A representatives to the
EC.

¦	Copies of invitations to all Executive Council invitees will be provided to the IC.

¦	MD DNR and CBPO staff will continue to work with CBP partners to plan the EC meeting.

¦	The IC will continue to coordinate on EC meeting planning at the Nov. 15th IC meeting.

¦	Norm Goulet and Penny Gross will work to find local representatives from states to speak about
growth at the EC meeting.

¦	CBP partners will use the IC as forum to frame out ideas for regional PSC meetings in 2008.

Planning Future Implementation Committee Meetings

The next IC meeting will take place on Nov. 15th, 2007 from 10:30am-3pm at the USFWS Chesapeake
Bay Field Office in Annapolis. This will be a face-to-face meeting.
