J*""1** i Q \ Brownfields 2003 Cleanup Grant Fact Sheet Pelican Nest Learning and Resource Center, Baton Rouge and Parish of East Baton Rouge, LA EPA Brownfields Program EPA's Brownfields Program empowers states, communities, and other stakeholders to work together to prevent, assess, safely clean up, and sustainably reuse brownfields. A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant, or contaminant. On January 11, 2002, President George W. Bush signed into law the Small Business Liability Relief and Brownfields Revitalization Act. Under the Brownfields Law, EPA provides financial assistance to eligible applicants through four competitive grant programs: assessment grants, revolving loan fund grants, cleanup grants, and job training grants. Additionally, funding support is provided to state and tribal response programs through a separate mechanism. Community Description The Pelican Nest Learning and Resource Center in Baton Rouge was selected to receive a cleanup grant. The property is within the target area described by the Baton Rouge and Parish of East Baton Rouge Strategic Plan for Economic Development. The target area is the site of approximately 90 percent of the inventoried brownfields properties in Baton Rouge. The median household income for the surrounding community (population 3,069) is less than half the median household income in the parish. Thirty-seven percent of the households in this predominantly minority community have incomes below the poverty level. Because more than 300 people are expected to take advantage of its services each week, the center anticipates bringing increased commerce to this depressed area. By improving the aesthetics of the neighborhood, this new facility also may encourage surrounding homes and businesses to enhance their properties. Cleanup Grant $40,000 for petroleum EPA has selected the Pelican Nest Learning and Resource Center in Baton Rouge for a cleanup grant. The cleanup grant will target a former gasoline service station at 2750 Nicholson Drive, which is the location of a planned Pelican Nest development. The funds will be used for the removal and disposal of a fuel tank and contaminated soils.
