¦SEPA Transparency Accelerator Capacity Building for Paris Agreement Reporting epa-43o-f-24-oi The Paris Agreement Transparency Accelerator is a capacity building initiative of the U.S. Environmental Protection Agency (EPA) and the U.S. Department of State to help developing countries produce high-quality Biennial Transparency Reports (BTRs) under the Paris Agreement Enhanced Transparency Framework (ETF), which include: • A greenhouse gas (GHG) inventory based on the 2006 Intergovernmental Panel ori Climate Change flPCC) Guidelines for National GHG Inventories. • Information on indicators used to track progress in implementing and achieving Paris Agreement mitigation targets (Nationally Determined Contributions, or NDCs), • Reporting on the implementation of policies and measures to achieve NDCs, and • Projections of GHG emissions and sinks. Tools and Technical Assistance To help developing countries meet these new reporting requirements, the Transparency Accelerator offers useful capacity-building tools and direct technical assistance. The U.S. EPA's capacity building efforts support countries in meeting their reporting requirements under the ETF, improving transparency and allowing for more robust international comparisons of GHG emission trends through a global stocktake. Potential support includes: GHG Inventories • Supporting countries with cross-cutting national inventory management system support • Establishing or strengthening GHG inventory institutional arrangements • The development and use of GHG emission estimation tools and activity data collection systems NDC Tracking Progress • Supporting GHG inventory improvements for use as a progress indicator • Supporting identification of qualitative and quantitative indicators for tracking progress in meeting NDCs • Supporting tracking of the implementation of policies GHG Projections • Scoping the capacity building needs for GHG emissions and removals projections development • Identifying appropriate projections modeling frameworks • Providing training on the use of projections tools Country Engagement Through the Transparency Accelerator initiative, U.S. EPA has provided technical assistance to 30+ countries through bilateral and regional engagements. The Transparency Accelerator operates in collaboration with U.S. Government (USG) and other international support organizations (USG SilvaCarbon program, UNFCCC Transparency Division, UNEP CBIT-GSP) to support the implementation of the ETF.
