Site Perimeter Sign Site Monitoring Well LONE STAR AMMUNITION PLANT 1 EPA Publication Date: May 12, 2015 ------- Background The approximately 17.4-acres site is located in Bowie County, approximately 12 miles west of Texarkana, in a sparsely populated, rural area. The site consists of the Old Demolition Area (ODA) located in a south- central area within the Lone Star Army Ammunition Plant (LSAAP) installation. The site was used for disposal of explosives by detonation. The site is located within a surface water drainage basin of approximately 360 acres. Two intermittent drainages are located down gradient of the ODA and discharges to the confluence with East Fork Elliot Creek. East Fork Elliot Creek flows in a southerly direction for approximately 1.2 miles before exiting LSAAP; then flows 3.9 miles to the confluence with Wright Patman Lake, about 5 miles south of the site. Site Figure MALCOLM rlRNIt JmM State* Ommtbwii rf •» Apr, Lone Star Army Ammunition Plant PN 00977030 0000 Lone Star Arniy AmraiNtnft Plant Attachment B April 2011 Sits Wide LONE STAR AMMUNITION PLANT 2 EPA Publication Date: May 12, 2015 ------- Record of Decision Record of Decision (ROD): August 31, 1999 The ROD can be found here: http://www.epa.gov/superfund/sites/rods/fulltext/r0699165.pdf The selected remedy was containment, and included: • Clearing surficially exposed source material • Regrading, leveling, and placing a soil cover over the ODA • Constructing erosion control berms along the northern and eastern ODA perimeters and within the site's interior • Revegetating the soil cover and berms • Implementing Institutional Controls: land use restrictions, access restrictions, posting of signs, fencing, and restrictions on the extraction and use of groundwater from the Study Area • Installing additional monitoring wells (established as part of the groundwater monitoring program during the remedy design phase) • Conducting periodic inspections of the soil cover, berms, and cable to identify any needed maintenance and performing maintenance • Performing groundwater and surface water monitoring • Evaluating the effectiveness of the selected remedy every 5 years The selected containment remedy was based on: • The Army having continued control of LSAAP, and therefore, limited public access • Land use at LSAAP remaining commercial/industrial • The land remaining in control of the Army until LSAAP is closed completely as decreed by the Army Headquarters at Rock Island, IL The Army, EPA, and the State of Texas agreed that should any of the listed land uses change, the ROD would be re-opened and the ODA risk assessment would be re-evaluated for appropriate receptors. Site Wastes The principal pollutants at the plant are tetryl (an explosive) in the soil at concentrations up to six parts per million (ppm); mercury, 7.4 parts per billion (ppb); chromium, 537 ppb; and lead, 770 ppb in the ground water beneath the Site. Health Considerations On July 9, 1999, a Public Health Assessment (PHA) was completed by the Texas Department of Health (TDH) under a cooperative agreement with the Agency for Toxic Substances and Disease Registry (ATSDR). The PHA concluded that, based on available data at that time, there are no public health hazards related to environmental contamination at the ODA. However, in the future, the conclusion category for the site could change if additional information indicates that a public health hazard exists.
