(HGL) is executing a Remedial Investigation/Feasibility Study (RI/FS) at the Former United Zinc Operable Unit No. 1 Site (United Zinc) in Iola, Kansas. This effort is being executed under U.S. Environmental Protection Agency (EPA) Region 7 Architect and Engineering Services (AES) Contract EP-S7-05-05, Task Order (TO) 0056. In support of RI/FS efforts, EPA tasked HGL to revise the Lead Data Correlation and Hazardous Metals Co- Location Evaluation Report originally prepared by HGL under TO 0028 (HGL, 2008). The original report required revision because the data was not log-transformed in the original report. The original report was submitted on August 21, 2008. The original data correlation study and evaluation was conducted by HGL in 2008 using historical field and laboratory data collected during previous investigations and removals conducted at the United Zinc site. The purpose of the correlation study was to evaluate the relationship between the readings for lead and other contaminants of interest (COI) measured in the field using a portable x-ray fluorescence (XRF) unit and the laboratory-determined concentrations of lead in soil. The co-location evaluation portion of the study focused on determining whether concentrations for four other COIs (arsenic, barium, cadmium and zinc) could be predicted based on lead concentrations. If the data exhibits good correlation or predictability, this approach for extrapolating concentrations of hazardous metals could be used to expedite remedial activities, thereby conserving project resources. All data was re-evaluated using log-transformation according to method protocols, which are described in Section 3.1. 2.0 SITE BACKGROUND 2.1 SITE LOCATION AND DESCRIPTION United Zinc is located within and near Iola, Allen County, Kansas. The former lead smelter was located on the north side of Highway 54 along Kansas Drive. Currently, the property where the former lead smelter was situated consists of commercial properties. The smelter property is located in Section 25 and 36 of Township 24 South, Range 18 East (KDHE, 2005) as depicted on the U.S. Geological Survey (USGS) 7.5-minute topographic map. The approximate geographic coordinates for the central portion of the facility are 37.9222800 degrees north latitude and 95.385900 degrees west longitude. The smelter facility was composed of 10 parcels of land, totaling approximately 17 acres. The property has been graded, leveled, and developed since the former smelter operations ceased in the 1920s (Maxim, 2003). Most of the property where the smelter was located is vacant. However, a few acres are occupied by the following businesses: Brenntag Southwest, Inc. (Chemical Distribution Company), an MFA Distributor, the Superflea Flea Market, Tucker's Flea Market, a portion of a concrete mixing facility, and pastureland U.S. EPA Region 7 1 ------- HGL—Lead Correlation and Hazardous Metals Co-location Evaluation, Rl/FS, United Zinc No. 1 Site—Iola, KS The property is bordered by the following: • to the north by residential properties; • to the east by the East Iola site (the location of the former Prime Western Smelting Company Works No. 3 and J.B. Kirk Gas and Smelting Company), a car wash, a former Tyson processing facility, and a movie theater; • to the south by a restaurant, dry cleaner, car dealership, and agricultural land; and to the west by the Colberly site (the location of the former United Iron Works Company), a truck repair facility, and the remaining portion of the concrete mixing facility. The facility also is surrounded by residential neighborhoods and two schools (Maxim, 2003; KDHE, 2005). The Iola Preschool for the Exceptional (Iola Preschool) is located northeast of United Zinc, and the McKinley Elementary School (McKinley School) is located southwest of United Zinc (Terranext, 2005). 2.2 SITE HISTORY Originally, most smelting operations in the area occurred in Pittsburg, Kansas. The Pittsburg operations implemented coal-fired methods. Smelting operations shifted from coal to natural gas at the end of the 19th century due to natural gas being more economically feasible. Around this time, Iola became a center for zinc and lead smelting because of the development of shallow natural gas fields and rail access. Most of the smelters in the area provided zinc for the steel galvanizing process, which took place in the mills of Ohio, Pennsylvania, and New Jersey. While lead was often not the primary metal being smelted, it was smelted as well, and while not the primary focus of the smelter production based on the historical market conditions, it was often present as a waste constituent in the slag material. According to the earliest plat maps and Sanborn Fire Insurance Maps, activity at the site began in 1901 with the location of the Standard Acid Company. Specific facility operations included 3 furnaces, 12 retorts and a "pottery room" with kilns. William Lanyon owned the property containing the United Zinc site between 1901 and 1902. The Lanyon family constructed, owned and operated many of the early smelters and smelter facilities in Kansas. William Lanyon transferred the parcels containing the Smelter Number 1 site to United Zinc in 1902. United Zinc and Chemical Company owned and operated the primary zinc smelter at the site until approximately 1912. United Zinc appears to have held the property until as late as 1925; however, no known smelting operations occurred at this site after 1912. Near the end of its operational period, Smelter Number 1 had 4 furnaces, 8 kilns, 14 retorts and several ore crushers and roasters. On the 1912 Sanborn map the acid chambers from the Standard Acid Facility are still noted; it is unknown if these were in use by United Zinc at the Smelter Number 1 site (KDHE, 2005). 2.3 PAST INVESTIGATIONS A Phase I Focused Former Smelter Assessment was completed in December 2003 for the United Zinc Number 1 Smelter by Maxim Technologies, under the Kansas Department of Health and the Environment (KDHE) State Water Plan (SWP) program. The Phase I Assessment indicated that impacts from lead in surface soils were likely due to the historical activities at the site. In December, 2004, the Phase II Assessment was completed for the United Zinc Number 1 Smelter by Burns and McDonnell, under the KDHE SWP program. The Phase II Assessment indicated the presence of heavy metals contamination: lead at a maximum concentration of U.S. EPA Region 7 2 ------- HGL—Lead Correlation and Hazardous Metals Co-location Evaluation, Rl/FS, United Zinc No. 1 Site—Iola, KS 49,000 parts per million (ppm); cadmium up to 380 ppm; arsenic up to 1,800 ppm; and zinc up to 52,000 ppm. The elevated arsenic, cadmium, and zinc levels all generally correlate with elevated lead levels. The Phase II Assessment also indicated the possibility of elevated lead levels in residential areas, as well as at the McKinley School and Iola Preschool (KDHE, 2005). In June 2005, KDHE completed a Residential Yard Sampling Report and in September 2005, a Preliminary Removal Site Evaluation (RSE) to document sampling events near the site. The evaluation addressed surface soils at two local schools and residential properties located southwest and northeast of the former smelter site. Fifty residences located south of the site between Iola Preschool and McKinley School were sampled randomly (EPA, 2006). Tetra Tech EMI, EPA's Superfund Technical Assessment and Response Team (START) contractor, conducted a second RSE in April and May 2006. Tetra Tech sampled surface soils at 1,400 properties in the Iola community using a field portable XRF unit; 297 samples screened on site were submitted for off-site confirmatory laboratory analysis. Approximately 260 homes, daycare facilities, schools and commercial areas were screened in an effort to identify trends or potential pathways of contamination. Results showed elevated lead concentrations throughout the city, with the higher concentrations more prevalent in older neighborhoods (EPA, 2006). Data collected from these previous investigations show a substantial endangerment to human health and the environment. Therefore, EPA completed time critical removal action (TCRA) efforts at properties exhibiting lead levels above the TCRA action level of 400 ppm. TCRAs were conducted between August 2006 and May 2007. Based on the data provided by Tetra Tech, 542 properties have been identified with lead concentrations greater than the TCRA action level for surface soils (EPA, 2008). The status of these 542 properties is summarized below: • 131 have been remediated and the contaminated soil excavated, • 8 properties have denied access to remediate, and • 403 properties still require remediation. 3.0 DATA ANALYSIS This section describes the correlation between lead field results obtained from the XRF and fixed laboratory lead results, and co-located laboratory results for lead and four COIs: arsenic, barium, cadmium, and zinc. The datasets evaluated by HGL were from the April 2006 preliminary RSE, the August 2006 RSE, and the EPA removal action. Fourteen samples were excluded from this evaluation due to missing data from their paired sample, lack of detail in the sample location description, or multiple concentrations were listed for a single sample. Tables summarizing the data are included as Appendices A though E. 3.1 LEAD DATA CORRELATION The relationship between the lead XRF and laboratory data was evaluated by calculating the correlation coefficient (r2) between the XRF result and laboratory result. The definition of r2 is provided below. Correlation Coefficient (r2) - A number or function that indicates the degree of correlation between two sets of data or between two random variables and that is equal to their covariance divided by the product of their standard deviations. The procedures for calculating r2 and evaluating data that are included in EPA Method 6200 (EPA, 2007) and the Lead Handbook (EPA, 2003). Other important items of note in EPA U.S. EPA Region 7 3 ------- HGL—Lead Correlation and Hazardous Metals Co-location Evaluation, R1 I S. United Zinc No. 1 Site lola. KS Method 6200 and the EPA Lead Handbook include the following: 1) If the data for the field XRF screening measurements and the laboratory data each span more than an order of magnitude, the data shall be log-transformed to standardize the variance. (See: Method 6200, page 15, Section 9.7) 2) A correlation greater than 0.7 is considered to be acceptable screening level data. (See: Method 6200, page 15, Section 9.7) 3) Confirmation samples should be collected at a minimum rate of 1 laboratory sample per 20 field analysis samples, or 5%. (See: Method 6200, page 15, Section 9.7 and EPA Lead Handbook, page 28, Section 4.3.4) The number of confirmation samples collected was 363 and the number of zones/areas assessed was 4,111, which calculates to a 9% collection rate. The log-transformed field data was plotted against the log-transformed laboratory results and the r2 value was calculated to be 0.7124. A graph illustrating the plotted log-transformed lead data is included below. 4.0 3.5 £ 3-° 2.5 2.0 2 0 3.2 HAZARDOUS METALS CO-LOCATION EVALUATION The COIs were evaluated by calculating the r2 for the COI laboratory data and lead laboratory data sets. The r2 for COI laboratory results to lead laboratory results was evaluated in the same manner described for the lead XRF to lead laboratory data; a correlation greater than 0.7 was considered to be acceptable screening level data. The r2 and plotted data for each COI is presented below. Note: XRF data for the COIs was not available. Zinc Laboratory Data vs Lead Laboratory Data U.S. EPA Region 7 6 ------- HGL—Lead Correlation and Hazardous Metals Co-location Evaluation, Rl/FS, United Zinc No. 1 Site—Iola, KS 4.0 SUMMARY OF KEY FINDINGS XRF vs Laboratory Lead Data Correlation - HGL compared lead XRF and laboratory data for 363 samples. These samples were collected by EPA from 2006 to 2008 during assessment and removal efforts. For the correlation evaluation, data were log-transformed and the XRF and laboratory results were plotted against each other to calculate the r2. The r2 was 0.7124. The overall conclusion of the lead correlation evaluation is that the lead results obtained using the field XRF instrument meets the criteria established in Method 6200 and the EPA Lead Handbook to be considered screening level data. Hazardous Metal Co-Location Evaluation - The laboratory data for the 363 samples were also evaluated to determine if there was a relationship between co-located laboratory data for lead and the four COIs (arsenic, barium, cadmium and zinc). If a relationship could be established, the concentrations of the COIs could be predicted based on lead data and project analytical laboratory costs could be reduced. The relationship between the data was evaluated by calculating the r2 for co-located lead data and the data for the four COIs. The r2 calculated for the four COIs versus lead was less than 0.7, which does not meet the acceptance criteria in Method 6200.
