New Life Grounded in History A Phased Approach to a Mixed-Use Development in the Village of llion, New York Project Summary Community: Village of llion, New York Technical Assistance: Site Reuse Design Former Use: Factory Future Use: Light Industrial, Residential, Retail The Village of llion, New York is located in Herkimer County along the Mohawk River. The Village is part of the Utica-Rome Metropolitan Statistical Area and is home to the Remington Arms Company. Once the economic engine for the County for decades, the Remington Arms Company has reduced its presence since its bankruptcy and subsequent reopening. The Duofold site redevelopment provides an opportunity to increase diversity in employment and provided additional housing and retail offerings. The Community's Challenge The Village of llion purchased the site in 2019 for redevelopment. The 12.7-acre Duofold site currently houses 134,000 square feet of vacant, brick buildings. These buildings have the potential to be rehabilitated and redeveloped for economic and community development. Further challenges include contaminants on site and flood risks. Nonetheless, the site is well positioned for redevelopment through its connection to the region, proximity to interstate traffic, and flexibility in zoning. EPA's Land Revitalization Technical Assistance In 2022, U.S. Environmental Protection Agency (EPA) Land Revitalization Program provided contractor technical assistance to the Village of llion and the Herkimer County industrial Development Authority (IDA) to support a site reuse design and revitalization plan for the Duofoid Factory site located in downtown liion. The site reuse design provides guidance on potential redevelopment opportunities across the site. The reuse alternatives acknowledge the residential and commercial context of the site, and provide light industrial, housing, and retail alternatives that complement existing uses. A phasing plan outlines what type of development is most suitable for the current market, and others that will support future demand. The reuse concept plan provides several program options for sizing, amenities, and housing types. Incorporating community feedback, the plan includes options for a market, brew house, housing clusters, and more. The plan further outlines the potential for continued development, should adjacent land be acquired, which further supports economic and community development potential. The reuse concept plan proposes earlier development of industrial parcels for job creation, followed by housing developments to accommodate community needs and consolidate on-site activities, and concluding with retail offerings to support new residents and employees in the revitalized neighborhood.
