Mountain Pine Pressure Treating Plainview, Arkansas Site Description The Mountain Pine Pressure Treatment (MPPT) property, a 95-acre site in Plainview, AR, has several inactive abandoned wood pressure treating facilities that operated from March 1962 until about February 1986. Three abandoned facilities are situated on the MPPT Site: (1) the Plainview Lumber Company; (2) the chromated copper arsenate and pentachlorophenol (PCP) plants; and, (3) the chromated copper arsenate treatment plant. The facilities treated structural timbers with solutions of PCP, chromate copper and arsenic. Current Site Status and Cleanup Actions to Date • In December 1987, EPA conducted a removal action (RA) to alleviate liquid and sludge releases from a recovery holding pond (RHP). • In February 1988, EPA constructed a 2-foot cap to contain approximately 2,500 cubic yards of sludge mixing with solidification additives. • In January and February 1991, EPA removed the concrete containment system surrounding the chromated copper arsenate cylinder and storage tanks. Wastewater was removed and disposed of off-site. • The Site was added to the National Priorities List (NPL) in July 1999. • In February 2002, EPA completed the Remedial Investigation (Rl) to identify the extent of contamination at the Site. • In August 2004, EPA completed the Treatability Study Field Sampling for site stabilization and solidification of site contaminants. • In August 2004, EPA completed the revised final Feasibility Study (FS). • After completion of the RI/FS, the selected remedy for the Site was chosen to be the treatment of the contaminated soils and sediments exceeding the remedial goals through a stabilization/solidification mixing process, demolition of site structures, and asbestos abatement. • On March 28, 2005, the EPA approved the remedial design (RD). Funding was received to conduct the remedial action which started in March 2005 and was completed on September 27, 2005. • EPA has treated approximately 24,000 cubic yards of soil contaminated with arsenic, copper, lead, cadmium, and chromium. The treatment areas also include the contaminant PCP. • EPA awarded the Town of Plainview a Superfund Redevelopment Initiative grant to assist the town in developing potential reuse options for the Site. The Town of Plainview developed a Land Use Development Plan, which will assist EPA in selecting a cleanup plan most appropriate for the town's reuse plans. Current Funding Status • To date, approximately $1.8 million has been spent for the RI/FS. Key Accomplishments • In March 2005, EPA provided funding in the amount of $5.7 million for implementation of the remedial action. • The Treatability Study Field Sampling for site stabilization and solidification of site contaminants was completed on August 30, 2004. • EPA has treated approximately 24,000 cubic yards of soil contaminated with arsenic, copper, lead, cadmium, and chromium. The treatment areas also include the contaminant PCP. • EPA awarded the Town of Plainview a Superfund Redevelopment Initiative grant to assist the town in developing potential reuse options for the Site.
