The U.S. - Mexico Border 2025 Program uses action plans to highlight projects or activities that are
ongoing or completed that support and measure progress towards achieving the goals and objectives
under the program's Framework. The action plans include specific projects or activities, their timeframe,
funding type and amount towards that action, expected outputs and outcomes as well as progress
status of each of these efforts. Within the Border 2025 Program, there are four Regional Coordinating
bodies, two of which represent the following geographic jurisdictions: Texas - New Mexico - Chihuahua
and Texas - Coahuila - Tamaulipas - Nuevo Leon. Within both these geographic regions, there are three
Federally recognized Tribes: the Ysleta del Sur Pueblo situated within the El Paso, Texas area, Ft. Sill
Apache near Akela, New Mexico and Kickapoo Traditional Tribe of Texas near Eagle Pass, Texas.

The Texas - New Mexico - Chihuahua Regional Coordinators is structured into three binational
geographic regions:

•	Paso del Norte Region, which is supported by six task forces (TF); Joint Advisory Committee.
Water Task Force, Sustainable Material Management or Waste Task Force, Emergency Response
& Preparedness Task Force, Environmental Health Task Force and Environmental Education Task
Force.

•	New Mexico - Chihuahua rural area is supported by one multi-media task force.

•	Texas - Chihuahua rural area is supported by one multi-media task force, also referred to as the
"Junta de Los Rios".

The Texas - Coahuila - Tamaulipas - Nuevo Leon Regional Coordinators is also structured into three
binational geographic regions:

•	Amistad Task Force, which engages the communities of Del Rio and Eagle Pass, Texas and their
sister cities, Ciudad Acuna and Piedras Negras, Coahuila.

•	Falcon Task Force, which supports the Laredo, Texas - Nuevo Laredo, Tamaulipas sister city pair.

•	Gulf Task Force, which supports several communities in the Lower Rio Grande Valley that
includes the Texas communities of Roma, Rio Grande, Mission, McAllen, Edinburg, Weslaco,
Harlingen, San Benito, Los Fresnos, Brownsville and Tamaulipas communities of Camargo,
Reynosa, Rio Bravo and Matamoros.

The current 2021 - 2023 Action Plan for both Regional Coordinators is comprised of 72 projects or
activities, of which 26 have been completed, and the remaining 46 are ongoing. These projects or
activities are implemented through: 1) the Environmental Protection Agency (EPA) Region 6 Border
Program funds carried out through cooperative agreements with the North American Development
Bank (NADBank); 2) other EPA Programs (funds and in-kind staff support); 3) through Border 2025
Program partner efforts (funds and/or in-kind support).

The following graphs provide a summary overview of the Action Plans for each of the Regional
Coordinators.

Summary of Texas - New Mexico- Chihuahua Regional Coordinators

The Texas - New Mexico - Chihuahua Regional Coordinators had a total of 45 projects or actions within
the 2021 - 2023 Action Plan, of which 18 projects were completed during this time and 27 are ongoing.
During this time several projects funded under the previous border program, Border 2020, were
completed and counted toward meeting the goals and objectives under Border 2025, as these projects
aligned with the current Border 2025 Program, Of the 45 projects or actions currently being carried out,
there are three that were carried out by the Ysleta del Sur Pueblo and Ft. Sill Apache.

In 2021, a Border 2025 Program request for proposals was launched, for which 12 projects were
selected for funding. Of these 12 projects selected, three projects were funded within the Texas - New
Mexico - Chihuahua Region, all within the Paso del Norte area.

It should be noted that projects implemented and carried out under the Border 2025 Program may
often be implemented such that it benefits more than one geographic region, for which we refer to as
Borderwide projects.

The following graphs provide an overview of the projects and actions carried out within the Texas - New
Mexico - Chihuahua Region.

Summary of Texas - Coahuila - Tamaulipas - Nuevo Leon Regional Coordinators

The Texas - Coahuila - Tamaulipas - Nuevo Leon Regional Coordinators had a total of 27 projects or
actions within the 2021 - 2023 Action Plan, of which 8 projects were completed during this time and 19
are ongoing. During this time several projects funded under the previous border program, Border 2020,
were completed.

As previously mentioned, in 2021 a Border 2025 Program request for proposals was launched, for which
12 projects were selected for funding. Of these 12 projects selected, nine projects were funded within
the Texas - Coahuila - Tamaulipas - Nuevo Leon Region. The nine projects selected are distributed
within the:

•	Amistad Task Force area - two projects funded.

•	Gulf Task Force area - six projects funded.

•	Borderwide (All three Task Forces) - one project funded.

•	Falcon Task Force area - no projects were funded however the Borderwide projects selected do
impact the stakeholders in this area.
