Community Dialogue Preview:
A Discussion about Full and Partial Excavation
Alternatives

In March of this year,

EPA began hosting a
series of Community
Dialogue meetings in
Bridgeton to discuss
the remedial options
being developed for
the West Lake Landfill.

The most recent meet-
ing focused on the 2008 Record of Decision and the
"cap in place" remedy The next meeting on August 15
will focus the discussion on full and partial excavation
alternatives that will be evaluated in the Final Feasibil-
ity Study (FFS). It is important to note that a draft FFS
has not yet been submitted to EPA. The discussion at
the August 15 meeting will provide a general overview
of what the FFS is expected to include.

At the West Lake Landfill, EPA is currently evaluat-
ing several potential alternatives to address radiologi-
cally impacted material (RIM) in soils. Those alterna-
tives include: a "cap in place" remedy; full excavation
and removal of RIM from the site; and partial excava-
tion scenarios for the removal of RIM from the site.

Partial Excavation and Removal Alternatives

At least two partial excavation alternatives will be
included in the FFS. Any soil excavated and removed
during a partial excavation alternative would be dis-
posed of off-site. The partial excavation alternatives
currently under consideration include:

•	Partial Excavation of some RIM down to a
maximum depth of 16 feet depending on radio-
activity levels (the radioactivity level of RIM to
be removed will be defined in the Final Feasibil-
ity Study).

•	Partial Excavation of RIM contained within
the landfill with concentrations above a cer-
tain radioactivity level regardless of depth (the
radioactivity level of RIM to be removed will be
defined in the Final Feasibility Study).

•	The PRPs may submit additional partial excava-
tion alternatives for EPA to consider.

Full Excavation and Removal Alternative

•	EPA is also evaluating full excavation of all RIM

Other Alternatives in the Final Feasibility Study

•	No Action (National Contingency Plan re-
quired)

•	Cap in Place (update of 2008 Remedy Decision)

What to Expect in the FFS

The FFS will include a detailed explanation of each
alternative under consideration, and will provide a
comparison of the alternatives against the criteria
required by the NCP. The FFS will present narrative
evaluations of each criteria for every alternative, and
will also include tables to summarize the comparison
of alternatives.

As part of the evaluation of these alternatives, expect
to see discussion of some of the following site specific
issues:

•	Implementation Challenges

0 Odors

0 Handling and transportation of excavated

materials
0 Control of fugitive dust
0 Potential exposure risks for on-site workers

•	Evaluation of potential impacts of a Sub-
surface Smoldering Event within OU-1
Bird strike hazards and mitigation

•	Evaluation of possible effects of a natural disas-
ter such as tornado, flood or earthquake

•	Evaluation of mobility of RIM

Meeting Information

The meeting will be held at the Bridgeton Recreation
Center, 4201 Fee Fee Road, Bridgeton, Mo. The Open
House will begin at 5:00 p.m. with representatives from
EPA, U.S. Army Corps of Engineers, Agency for Toxic
Substances and Disease Registry, St. Louis County
Health Department, Missouri Department of Natural
Resources, and the Missouri Department of Health
and Senior Services. The Dialogue Meeting will begin
at 6:00 p.m. and last until 8:00 p.m. In addition to the
community dialogue about the excavation alternatives,
EPA will also provide a site update.
