To satisfy this request, as documented in this memo, we determined that the current conditions of the site are adequately characterized and that all concentrations of dioxins and fiarans, metals, polychlorinated biphenyls, semi- volatile organic compounds, and volatile organic compounds remaining in surface and subsurface soil are below a level of concern for human health, based on the Agency's default residential exposure assumptions and current toxicity values as of June 2015. This evaluation shows that, following the EPA- funded removal activities conducted in late 2012, the Callahan Property no longer poses unacceptable human health risks for any type of current or future exposure scenario, The Callahan Property is now safe for unlimited use and unrestricted exposure. Background One of three subsites of the Ellisville Superfund Site, the Jean Ellen Callahan Property, is located southwest of the Bliss Property and south of the proposed Streeker Forest Subdivision, in Wildwood, Missouri. In the 1970's, while working for Mr. Russell Bliss, owner of the Bliss Oil Company, Mr. Grover Callahan used the property to dispose of drums containing hazardous waste. Following an eyewitness report about dumping activities on the property, the EPA and the Missouri Department of Natural Resources investigated the property in September 1980. From 1981 to 1982, the EPA conducted a removal action, removing 1,205 drums and contaminated soil from the site and returning approximately 500 cubic yards of excavated soil as backfill. As shown in the attached figure, the location of this fill area is in a small valley near the western property boundary, south of a pond and i V VssSzJ ------- west of a bam. Although many of the drums were directly transported off-site and disposed during the removal action, 613 contained hazardous material and were initially staged in the south drum storage area, located between the fill area and the barn, and in the north drum storage area, located north of the barn. These drums were then removed and disposed off-site in July 1983, under an initial remedial measure. - ">• From December 1982 to February 1983, seven soil samples and two surface water samples were collected from within and around the fill area, the north and south drum storage areas, and the drainage way and creeks, as part of a Remedial Investigation (USEPA, 1983). In December 1999, an additional five composite soil samples were collected as part of a Phase II Environmental Assessment (Brucker, 1999). Neither dataset indicated the presence of any remaining contaminated soils, based on the current toxicity values of the time, but the limited scope of both investigations led the city of Wildwood, on behalf of the local residents, to request the MDNR to conduct a more thorough investigation. In January and February of 2005, 29 soil samples, five sediment samples, and three wipe samples were collected as part of a Site Removal Evaluation (MDNR, 2005). The levels of ethyl benzene, tetrachloroethylene, 1,2,4-trimethylbenzene, and other VOCs and SVOCs were elevated in samples collected from the southern portion of the 1982 fill area. Between September 2011 and January 2012, the EPA conducted an Expanded Site Review of the Callahan, Bliss, and proposed Strecker Forest Subdivision properties (USEPA, 2012). With the exception of lead and chromium, samples of surface soil, subsurface soil, and groundwater collected from the Callahan Property did not exceed levels of concern for dioxins and furans, metals, polychlorinated biphenyls, semi-volatile organic compounds, or volatile organic compounds. The concentrations of lead detected in three subsurface soil samples collected from the fill area on the Callahan Property were above a level of concern for residential use. The EPA conducted a second removal action at the Callahan Property in November and December of 2012, removing approximately 2,057 tons of contaminated soil and debris, including drum fragments and metal pieces, from the site (USEPA, 2013). As shown in the attached figure, the 2012 area of excavation overlaps the southern third of the 1982 fill area and extends southwest. Excavation was guided via on-site use of a photoionization detection for VOCs and an x-ray fluorescence spectrometer for lead. Seven post-excavation confirmation samples were collected along the perimeter walls; the floor was excavated down to bedrock. Prior to delisting the Callahan subsite, the EPA's Office of Superfund Remediation and Technology Innovation requested that Region 7 conduct a limited human health risk assessment to document that No Further Response is necessary. To demonstrate that the Callahan Property has been restored to unlimited use and unrestricted exposure, the current conditions of the site must be adequately characterized and all concentrations of dioxins and furans, metals, PCBs, SVOCs, and VOCs remaining in surface and subsurface soil must be below a level of concern for human health. If these two objectives are met, the site no longer poses unacceptable human health risks for any type of current or future exposure scenario. Characterization of Current Site Conditions The first objective of this memo is to adequately characterize current site conditions. As described above, five datasets are available for the Callahan Site: 1) the 1982 - 1983 data collected after the 1982 removal action (USEPA, 1983), 2) the 1999 samples from the Phase II Environmental Assessment (Brucker, 1999), 3) the 2005 samples from the MDNR Site Removal Evaluation (MDNR, 2005), 4) the 2011 - 2012 data collected for the Expanded Site Review (USEPA, 2012), and 5) the 2012 confirmation data collected after the 2012 removal action (USEPA, 2013). Although all of this data was collected 2 ------- after the first removal action, some of the sampling locations were excavated during the second removal action. Because these samples no longer represent current conditions, they were excluded from the site characterization in this memo. The remaining samples are discussed below and listed in the attached table, and the sampling locations are depicted in the attached figure. Of the seven soil samples collected in 1982 - 1983, one was excluded: ELL-21 (composite sample from the 1982 fill area) was excavated in 2012. ELL-22 and ELL-23 (composite samples from 5 feet and 15 feet north of the 1982 fill area, respectively), ELL-24 (the northern end of the western drainage way), ELL-25 (the southern end of the western drainage way), ELL-31 (composite sample from the south drum storage area), and ELL-32 (composite sample from the north drum storage area) represent sampling locations that have not been disturbed by removal actions. Of the five composite soil samples collected in 1999, three were excluded from the current site characterization: CPA 1 (Callahan Fill Area), GAC 1 (Ground Area below the Callahan Fill Area), and D1 (shallow surface soil from across the site) were collected from areas that were excavated in 2012. NDSA 1 and SDSA 1 were composite samples collected from the north and south drum storage areas, respectively, neither of which were disturbed by removal actions. The 2005 dataset includes composite samples from six exposure units; discrete samples from within each of those exposure units; composite surface soil samples from the northern, middle, and southern thirds of the bam floor; discrete samples of the barn floor from one boring at three depths; two wipe samples from the interior bam walls; composite samples from the eastern and western sides of the access road; two grab samples and one composite sample from the western drainage way (DW-01); one composite sample from the eastern drainage way (DW-02); and one grab sample from the pond drainage area. Exposure Units 1 and 2 are the western and eastern halves, respectively, of the north drum storage area, while EU-3 is the south drum storage area. Exposure Units 4, 5, and 6 are the northern, middle, and southern thirds of the 1982 fill area. From this dataset, the grab and composite samples from EUs 4, 5, and 6 were excluded, since these areas were fully or partially excavated in 2012. The 2012 dataset includes three composite samples (one from each of three decision units), five ditch grab samples, and discrete samples collected at various depths from thirteen soil borings. Decision Unit 1, which encompassed the 1982 fill area, was partially excavated later in 2012, so composite sample DU-1 was excluded from the current site characterization. DU-2 was collected from the south drum disposal area, and DU-3 was collected from the north drum disposal area; both were retained. All five of the ditch grab samples (one from the northwest portion of the site and four from along the western drainage way) were retained. Samples from SBs 28, 29, 30,40, 41, and 46 were retained, but the areas where SBs 25, 26, 27, 34, 35,42, and 44 were located were excavated in the 2012 removal action, so they were excluded from the current site characterization. The seven composite samples that were collected from the walls of the 2012 excavation as confirmation data (one from the south wall and two from each of the other walls) were retained. Data remain to characterize the soil in the area around the former drum disposal area, the north and south drum storage (staging) areas, the pond drainage area, the drainage ways, the bam, and the northern portion of the site closest to the other properties in the Ellisville site. The primary area of concern at the Callahan Property has been the drum disposal area. The area was subject to the first removal action in 1982, and additional contaminated soil and debris was removed in 2012. The samples excluded from the current analysis (ELL-21, CFA 1, GAC 1, Dl, EUs 4/5/6, DU-1, SB-25, SB-26, SB-27, SB-34, SB-35, 3 ------- SB-42, and SB-44) were all collected from this area. However, several samples collected near the area are still considered to represent current conditions, excluding degradation and weathering due to time. Thus, composite samples ELL-22 and -23, discrete samples SBs 28 and 46, and all seven of the confirmation wall samples represent current conditions around the fill area. A grab sample from the pond drainage area was collected from the pond located just north of the fill area. Secondary areas of concern are the north and south drum storage areas, where drums containing hazardous material were staged in 1982 before eventual off-site disposal in 1983. The south drum storage area is represented by composite samples ELL-31, SDSA 1, EU-3, and DU-2 and by discrete samples SB-01 and SB-03 from Exposure Unit 3. The north drum storage area is represented by composite samples ELL-32, NDSA 1. EU-1, EU-2, and DU-3, as well as by discrete samples SB-06 and SB-08 from Exposure Unit 1 and SB- 5 and SB-6 from Exposure Unit 2. The western drainage way leading south from the fill area is represented by composite samples ELL-24, ELL-25, DW-01, SB-40, and SB-41, by grab samples SB-1 and SB-2 from the upper and lower halves of the drainage way, and by ditch grab samples 1 - 4. A single composite sample DW-02 was collected from the'eastern drainage way to the southeast of the barn. The barn itself was only sampled in 2005, including three composite samples of the floor surface soil, three subsurface soil samples from SB-1, and two wall wipe samples. Finally, samples collected from the northern portion of the site include SB-29 and ditch grab sample 5 from the northeastern corner, SB-30 from the northwestern corner, and composite samples CS-07 and 08 from the east and west shoulders of the access road. Evaluation of Potential Health Risks to Residents The second objective of this memo is to evaluate whether remaining concentrations of dioxins and furans, metals, PCBs, SVOCs, and VOCs at the Callahan Property are below a level of concern for human health. Since the intent of the Region 7 Superfund Program is to close out the Callahan Property with No Further Response, allowing for unlimited use and unrestricted exposure, the levels must be protective for all potential future receptors. The default exposure scenario for residents is greater than for any other receptor, assuming ingestion, dermal contact, and inhalation occurs 24 hours per day, 350 days per year, for 26 years during both child- and adulthood. Thus, all soil concentrations remaining at the Callahan Property must be protective of a residential scenario. To evaluate potential health risks to residents, the detected concentrations (shown in bold, in the attached table) were compared to the EPA's Regional Screening Levels for residential soil. The RSLs are risk-based concentrations derived from standardized equations that combine default exposure assumptions with toxicity data, and they are considered by the Agency to be protective of human health (including sensitive groups) over a lifetime. Both cancer and non-cancer RSLs are provided for each constituent in the attached table. The cancer RSLs are based on an individual excess lifetime cancer risk of 1 x 10"6. This screening cancer risk level is the lower end of the EPA's target risk range of 1 x 10"6 to 1 x 10"4, as directed in the National Contingency Plan (USEPA, 1991). The non-cancer RSLs are based on a non-cancer hazard quotient of 1, which represents the "threshold" below which adverse non- carcinogenic health effects are not generally expected to occur to individuals under the given exposure conditions (USEPA, 1989). An action is triggered under the EPA's Superfund Program either by exceedance of the upper end of the target risk range (1 x 10"4) and/or by exceedance of a non-cancer hazard index of 1. In order to incorporate the latest toxicity data, as well as the best available methodology for assessing health risks, the EPA updates the RSLs biannually. This evaluation of the Callahan Property was based on the January 2015 RSLs, which are found at: httn: www ,epa.EOv rec3hwmd/risk/human'rb- 4 ------- concentration table Generic_Tables index .htm. The equations and factors used to generate the RSLs are found in the User's Guide, located at: http: www.epa.gov reg3hwmd risk human/rb- concentration table'uset smiide.htm. References are provided at the bottom of the User's Guide and include the following guidance documents: USEPA, 1989, 2002, 2003, 2004, 2009, and 2010. Before evaluating potential human health risks from the remaining constituents in soil, the analytical methods were first examined to determine whether they were sensitive enough to detect potential levels of concern. To do this, the analytical reporting limits were compared with the RSLs. A reporting limit is the lowest concentration that a laboratory can quantify during analysis of a compound. If a compound cannot be detected at or above the reporting limit, the laboratory indicates that it was undetected and provides the reporting limit. Reporting limits that exceeded the RSLs based on a 1 x 10"6 excess cancer risk or a non-cancer hazard quotient of 1 are indicated using blue text in the attached table. Reporting limits can be elevated when older, less sensitive analytical methods were used or when samples were diluted during the analytical procedure. This appears to be the case in samples ELL-31, ELL-32, and SB-41 (12 13 ft.). For example, the reporting limits for 1,1,2,2-tetrachloroethane and acrylonitrile were elevated in samples ELL-31 and ELL-32, but the reporting limits in samples collected later from the same areas (EU-1, EU-2, and EU-3) were satisfactorily low, with no detections. For many of the other analytes with elevated reporting limits, including the carcinogenic PAHs, analytical methods are typically not sensitive enough to detect a 1 x 10*6 cancer risk level, but the upper end of the target risk range (1 x 10"4) can be reached. Recall that the Superfund Program does not typically take an action based on cancer risk unless the target risk range is exceeded. As an example, even though the reporting limits for benz[a] anthracene exceeded a 1 x 10"6 cancer risk, they were all less than an RSL based on a 1 x 10"4 cancer risk. A final category is those compounds in which all results were non-detect, with reporting limits above the 1 x 10"4 cancer risk level. This is the case for benzidine. While it is possible that true concentrations exceed a level of concern, since neither benzidine nor the similar compound 3,3 '-dichlorobenzidine were detected in any of the samples, this is unlikely. Overall, the data quality is adequate to evaluate potential levels of concern. For several compounds, toxicity values have not been derived, so screening levels are not available. In the Callahan dataset, the following compounds were detected in at least one soil sample, but no screening levels are available for comparison: 1,2-dimethyoxyethane; 1,3,5-cycloheptatriene; 1,3- diisocyanatomethylbenzene; 1,3-isobenzofurandione; 2-propenylidenecyclobutene; cyclohexanol; dimethyl phthalate; methylester formic acid; n-cyclohexylcyclohexanamine; and phenanthrene. In general, these compounds were detected at low concentrations, and structurally similar compounds were not detected or were detected below screening levels. The following compounds were detected in at least one sample at or below RSLs based on a cancer risk of 1 x 10"6 and a non-cancer hazard quotient of 1: 1,3,5-trimethylbenzene; 2,4-dimethylphenol; 2- butanone; 2-methoxyethanol; 2-methylnaphthalene; 2-methylphenol; 3 -&4-methylphenol; 4- methylphenol; acetone; Aroclor 1242; Aroclor 1248; Aroclor 1254; Aroclor 1260; barium; benzene; benzyl alcohol; bis(2-ethylhexyl)phthalate; butyl benzyl phthalate; cadmium; chrysene; diethyl phthalate; di-n-butyl phthalate; ethyl benzene; ethyl ether, fluorene; hexadecanoic acid; isophorone; isopropylbenzene; m, p-cresol; m and/or p-xylene; mercury; methyl acetate; methylene chloride; naphthalene; n-propylbenzene; o-cresol; o-xylene; phenol; pyrene; selenium; tetrachloroethene; toluene; trichlorofluoromethane; xylenes; and all of the dioxin and furan congeners including 2,3,7,8-TCDD. The levels of all of these compounds are below a level of concern (i.e., cancer risk < 1 x 10"4 and HQ < 1) for residential exposure. 5 ------- Arsenic was detected in many samples, ranging from 3 to 10 mg/kg. The RSL based on a 1 x 10~6 excess cancer risk is 0.67 mg/kg, and the RSL based on a non-cancer HQ of 1 is 34 mg/kg. Since all of the arsenic detections are lower than an HQ of 1 and the target cancer risk range (i.e., less than 67 mg/kg, which poses a cancer risk of 1 x 10"4), it does not exceed a level of concern for residential exposure. It should also be noted that arsenic is a naturally-occurring metal. Cleanup goals for naturally-occurring metals at Region 7 Super&nd sites, including arsenic, are set at background levels when those naturally- occurring background levels exceed risk-based concentrations. The concentrations of arsenic detected at the Callahan Property are similar to background arsenic concentrations detected in St. Louis County. Oxirane (dimethylene oxide) was detected in one sample at 10 mg/kg. The RSL based on a 1 x 10"6 excess cancer risk is 0.18 mg/kg, and the RSL based on a non-cancer HQ of 1 is 190 mg/kg. Since the detection represents an HQ less than 1 and a cancer risk below the target cancer risk range (i.e., less than 18 mg/kg, which poses a cancer risk of 1 x 10"4), it does not exceed a level of concern for residential exposure. Lead was detected in many soil samples, but it only exceeded the residential soil screening level of 400 mg/kg in one of the confirmation samples collected from the western excavation wall (730 mg/kg). Part of the basis for the 2012 removal action was elevated lead concentrations detected in subsurface soil samples collected from the fill area (USEPA, 2012). During initial excavation of the fill area in 2012, XRF readings of up to 8,302 mg/kg lead were detected in the western wall. Excavation extended westward until XRF readings decreased to 395 and 413 mg/kg (USEPA, 2013). The levels detected in the other confirmation wall samples ranged from 73 to 400 mg/kg, so the average subsurface concentration in the excavation area is likely below 400 mg/kg. Since elevated lead levels have not been detected in the surface soil samples and since average subsurface soil concentrations are likely less than 400 mg/kg, lead no longer presents a health concern for residential use of the Callahan Property. Total chromium was also detected in many soil samples, and the concentrations were above the 1 x 104 cancer risk level of 30 mg/kg in two of the ditch grab samples (31.8 mg/kg in each) and the two western wall confirmation samples (110 mg/kg and 150 mg/kg). However, the screening level is based on the conservative assumption that all of the chromium is the hexavalent form, rather than a mixture including the less toxic trivalent form. Because hexavalent chromium was not detected in any of the nine archived soil samples submitted for hexavalent chromium analysis in 2012, we expect the true species of chromium present at the Callahan Property to be trivalent, rather than hexavalent. Thus, because the chromium detected at the site is most likely in the trivalent form, we do not expect chromium to pose a health concern for Callahan Property residents. Conclusions The Callahan Property was used as a dump site for drums containing hazardous waste in the 1970s and early 1980s. The EPA removed 1,205 drums in 1982 and excavated contaminated soil and debris in 2012. The intent is to close out this subsite of the Ellisville Superfund Site as safe for unlimited use and unrestricted exposure, with No Further Response necessary. Prior to closeout, an EPA headquarters office requested that Region 7 conduct a limited human health risk assessment to confirm that the property no longer poses unacceptable human health risks for any type of current or future exposure scenario. To meet this request, we determined that sufficient data are available from five sampling events conducted between 1982 and 2012 to characterize current conditions, including the fill and drum staging areas, as well as drainage ways and other areas on the property. Although some of the reporting limits in the dataset were elevated, this is likely due to insensitive analytical methods or sample dilution. 6 ------- Most detections were below a level of concern for residential use. Lead exceeded the residential screening level of 400 mg/kg in one of the seven excavation wall confirmation samples, but the average subsurface soil lead concentration is likely below 400 mg/kg. Moreover, concentrations of lead in surface soil are all well below the screening level. Total chromium also exceeded a level of concern in some samples, but this exceedance is based on the assumption that chromium detected at the site was 100% in the hexavalent form, rather than the less toxic trivalent chromium. However, because chromium speciation done on the property in 2012 did not indicate the presence of hexavalent chromium, the chromium detected at the site is most likely in the trivalent form and is not expected to pose a health concern. Therefore, we conclude that the current conditions of the Callahan Property are adequately characterized and that all dioxins and farans, metals, polychlorinated biphenyls, semi-volatile organic compounds, and volatile organic compounds remaining in surface and subsurface soil are below a level of concern for all potential users of the property, including residents.
