Tribal Team Staff Update

Welcome MotazZarooq! In March, Motaz joined the
Drinking Water Program as the new tribal
liaison. Motaz is an engineer and was most recently
located in the Technical and Financial Services Branch
at EPA Region 8 and before that worked for the Indian
Health Service. Motaz brings a wealth of information
to the Drinking Water Program and is excited to work
directly with tribal water systems.

Reminder: 2022 CCR Reports due to EPA by July 1, 2023

Every community water system (CWS) must prepare and distribute a Consumer Confidence Report
(CCR) (i.e. water quality report) annually. The CCR must be prepared and delivered to your
customers, in addition to sending a copy of the report to EPA Region 8. by July 1st of each
year. Please provide the PWS# in the submission.

In order to help water systems meet the regulatory deadlines for the Consumer Confidence Report
Rule and create their CCRs, EPA has developed a CCR implementation guidance document and a
program called CCRiWriter, respectively. These materials can be found on EPA's CCR compliance
website at Click here.

Please send us your completed 2022 CCR by July 1. 2023, using one of the methods listed below:

Instead of submitting the CCRs by mail, we strongly encourage water systems to submit their CCRs via
electronic format (email or fax). If you find it difficult to utilize these means of submitting your CCR to
the EPA, please contact the CCR Rule Manager, Bailey Smith, immediately.

Announcement: Tribal Systems Scheduled for a Sanitary Survey this Year

The following systems are scheduled to receive a sanitary survey this year. These surveys involve an
on-site assessment of all aspects of your water system and are designed to uncover areas of
improvement to the water system that should be remedied. These surveys are conducted by EPA
staff, IHS staff, or EPA contracted staff. If your system is on the list, expect to be contacted by your
surveyor a few weeks prior to the survey.

Announcement: EPA Announces Notice of Proposed Rulemaking that would
Strengthen the Consumer Confidence Report (CCR) Rule

On March 28th, the U.S. Environmental Protection Agency (EPA) announced a Notice of Proposed
Rulemaking that would strengthen the Consumer Confidence Report (CCR) Rule making annual
drinking water quality reports with important public health information more accessible to residents
and businesses across the country. A Consumer Confidence Report, sometimes called an "Annual
Drinking Water Quality Report/' summarizes information about the local drinking water for the
previous year. EPA's proposal would support public education by more clearly communicating
important information in water quality reports and improving access to the reports.

When finalized, EPA's proposal would:

• Improve the readability, clarity, and of water quality reports

•	Enhance risk communication

•	Encourage modern electronic delivery options

•	Clarify information regarding lead levels and efforts to reduce lead in drinking water

•	Provide translation for customers with limited English proficiency

•	Require reports be issued twice a year (for systems that serve 10,000 or more people)

•	Require states to submit compliance monitoring data to EPA

EPA is requesting public comment on the proposed regulation. The public comment period is now
open following the proposed rule publishing in the Federal Register on April 5, 2023. Public
comments can be provided at www.regulations.gov under Docket ID: EPA-HQ-OW-2022-
0260. Comments must be submitted during the public comment period that ends on May 22,
