The West Coast Collaborative is a partnership among leaders from federal, tribal, state, and local governments, the private sector and environmental and community groups in EPA Regions 9 and 10 The West Coast Collaborative is pleased to announce the Guam Environmental Protection Agency's (EPA) receipt of a 2021 U.S. Environmental Protection Agency (U.S. EPA) Diesel Emissions Reduction Act (DERA) Tribal and Insular Areas Grant to replace 1 two higher polluting diesel utility aerial lift truck with similar new cleaner hybrid-electric lift truck. This project will be implemented using $250,000 in DERA grant funding combined with $115,798 in voluntary cost-share funds from the Guam Power Authority. Guam is a U.S. territory located in the Pacific Ocean. What is this Project? This project will replace 1 higher polluting diesel utility aerial lift truck with a similar cleaner hybrid-electric diesel lift truck. The old diesel truck will be permanently scrapped and rendered inoperable. This new lift truck can operate in an all-electric power take-off mode when stationary. This power take-off mode significantly reduces idling and minimizes noise from utilizing stored electric power to operate the lift equipment while reducing fuel consumption and eliminating air emissions. Why is this Project Important? Exposure to diesel exhaust is associated with decreased lung function and can also exacerbate the symptoms of asthma, bronchitis and pneumonia. People living in communities around ports face an increased risk of cancer, asthma, birth defects, and decreased lung function. By reducing emissions from the diesel yard trucks, this project will improve air quality and directly benefit Guam communities. Who are the Project Partners? This project will be administered by the Guam Power Authority, the public utility agency that provides electricity throughout this U.S. territory. Guam Power Authority received this DERA Tribal and Insular Areas grant through the Collaborative. Guam Power Authority will be responsible for all grant oversight, data monitoring and reporting. *Estimated air emission reductions over the lifetime of this vehicle.
