EPA Contact and Resource Aid: Oil and Petroleum Contamination on Tribal Lands

Agency

Report petroleum spills and releases to the national Response Center (NRC) at 800-424-8802. This publication provides a quick reference but does not replace or supplant applicable, existing laws, or regulations.

OIL SPILL
EMERGENCY RESPONSE

Issue

An oil spill* occurred in the last 24 hours or a spill is

occurring now.

Immediate Action

In the event of a release or emergency** response:

•	Call 911, if available, and the emergency response
services in yourarea

•	Stop the source of the spill

•	Warn people in the area and evacuate

•	Shut off ignition sources

•	Notify landowners

•	Report the Spill

•	Report oil spills that come in contact with a
waterway to the National Response Center (NRC)
at 800-424-8802

Who to Contact

Call 911, if available, and the emergency response
services in yourarea

To report an oil spill, call the NRC at

ABOVE GROUND
STORAGE TANK (AST) RELEASE

Issue

A release from an AST has occurred.

Immediate Action

In the event of a release or emergency** response:

Follow the Immediate Actions listed under OIL SPILL
EMERGENCY RESPONSE ofthis brochure and contact
the NRC at 800-424-8802

You may also need to submit an oil spill report to your
EPA regional office. If you are required to have a Spill
Prevention, Control and Countermeasure (SPCC) Plan,
then follow the spill reporting requirements listed in
your plan when there is a spill to a waterway of more
than 1,000 gallons ortwo spills to a waterway larger
than 42 gallons in a 12-month period.

UNDERGROUND
STORAGE TANK (UST) RELEASE

Issue

A release from a petroleum UST system has occurred or
is suspected.

Immediate Action

Follow the federal UST regulations referenced and
summarized below. These regulations can be found on EPA's
website at www.epa.gov/ust:

An UST release has occurred:

Follow the requirements in the federal UST regulations at
40 CFR Subpart F, which include:

•	Within 24 hours:

•	Take immediate action to prevent further relase

•	Identify and mitigate fire, explosion, and
vapor hazards

•	Report to your EPA regional office

•	Assemble information in accordance with the
federal UST release reporting, investigation, and
confirmation requirements

•	Clean up the release in accordance with the federal UST
release response and corrective action requirements

An UST release is suspected:

Follow the requirements in the federal UST regulations at
40 CFR Subpart E, which include:

•	Report the suspected release to your EPA regional office
within 24 hours

•	Investigate immediately

•	Confirm the suspected release within 7 days

Who to Contact

If the release or spill is an emergency**, contact EPA's
NRC at 800-424-8802

PETROLEUM BROWNFIELDS
ASSESSMENT AND CLEANUP

Issue

A property has suspected historic petroleum

contamination, such as an old, abandoned gas station.

Next Steps

When addressing a potential petroleum

brownfield site:

•	Obtain as much historical information (e.g.,former
uses, suspected environmental contamination,
property ownership) about the property and
contamination as possible

•	Contact your EPA regional office to discuss funding
opportunities and determine property eligibility

Who to Contact

If you are interested in assessing a property to
determine if a historic release orspill caused
contamination to the environment, contact the
appropriate EPA regional office listed at:

www.epa.gov/brownfields/brownfields-
contacts-epa-regional-offices

* Common causes of oil spills that require immediate action include, but are not limited to: tanker truck accidents; boat accidents; pipeline explosions; tank overfills; and train derailments.
** Incidents that immediately threaten public safety, health and welfare.

To prevent oil spills from ASTs, many facilities are
required to develop an oil spill prevention plan under
the Spill Prevention, Control and Countermeasure
(SPCC) regulation.

Steps to prevent oil spills from ASTs include, but are
not limited to:

•	Using tanks compatible with the oil stored

•	Providing overfill prevention for oil tanks

•	Provid i n g seco n da ry co nta i n me nt for ta n ks

•	Inspecting and testing aboveground piping and
oil tanks

The Brownfields Program awards brownfields
grants forthe assessment and cleanup of petroleum
brownfields (e.g., those determined to be a relatively
low-risk priority). The assessment, cleanup, and reuse
of petroleum brownfields, such as old abandoned gas
stations, benefits communities across the country.
