PROGRAM The Water Infrastructure Finance and Innovation Act (WIFIA) program accelerates investment in our nation's water infrastructure by providing long-term, low-cost supplemental loans for regionally and nationally significant projects. VEISITURAWATERPURE PROJECT BORROWER: City of Ventura, California LOCATION: City of Ventura, California WIFIA LOAN AMOUNT: $173 million Loan 1 amount: $63 million Loan 2 amount: $110 million City of Ventura, California TOTAL WIFIA PROJECT COSTS: $354 million POPULATION SERVED BY PROJECT: 110,000 people NUMBER OF JOBS CREATED: 1,100 jobs PROJECT DESCRIPTION The City of Ventura's VenturaWaterPure project will establish a new local, drought-resilient water supply, improve water quality, and protect iocal habitats. Due to local drought conditions, the City is facing a projected water supply shortfall by 2035. To address this, these WIFIA loans will support the design and construction of projects to augment the City's potable water supplies with purified local recycled water and groundwater, which will support up to 20% of the City's water needs by 2030. Efforts include constructing a new Advanced Water Purification Facility, treatment upgrades at the existing Ventura Water Reclamation Facility, a groundwater injection/extraction system with up to six new wells and associated infrastructure, and an ocean outfall and discharge pipeline. Additionally, the project will divert flows away from the Santa Clara River Estuary for advanced purification, which in turn protects the Estuary's valuable habitat for numerous sensitive and native species and ensures regulatory compliance. PROJECT BENEFITS • Increases drought resiliency and improves local water supply reliability.
