PROJECT DESCRIPTION:

The Wastewater Integrated Management Plan will consist of two projects to improve existing
wastewater treatment facilities: 1) complete rehabilitation and upgrade of the Nelson Complex
Wastewater Treatment Facility and 2) complete rehabilitation and expansion of the Mill Creek Regional
Wastewater Treatment Facility, including biological nutrient removal upgrades. The purpose of these
projects is to implement the latest proven treatment approaches and technologies to achieve improved
effluent quality and wet weather flow management and to replace aging facilities.

An invitation to apply indicates that EPA believes the selected projects will be able to attain WIFIA loans.
