vvEPA U.S. EPA Permits under the Clean Water Act Puerto Rico Aqueduct and Sewer Authority Jagua Ceiba WTP NPDES No. PR0026841 NOTICE for PUBLIC COMMENT PRASA Jagua Ceiba Water Treatment Plant Penuelas, Puerto Rico SUMMARY The Puerto Rico Aqueduct and Sewer Authority (PRASA) has applied for renewal of its National Pollutant Discharge Elimination System (NPDES) permit for the Jagua Ceiba Water Treatment Plant (WTP) in Penuelas. The Jagua Ceiba Water Treatment Plant (WTP) is a water supply that treats water from the Guayanes River to provide clean drinking water to the residents of the Municipality of Penuelas. Wastewater from the treatment plant is discharged to the Guayanes River. The NPDES permit ensures that the amount of discharge and the amount of contaminants in the discharge remains below levels that are safe for the environment and public health consumption. Sludge to landfill DRAFT PERMIT CONDITIONS The permit establishes numeric water quality effluent limitations for several pollutants, including pH, dissolved oxygen, temperature, taste and odor, color, turbidity sulfates, total ammonia, suspended solids, and metals. The permit limits the WTP's numeric flow effluent pursuant to Puerto Rico Environmental Quality Board (PREQB) Water Quality Certificate, Puerto Rico Water Quality Standards NPDES Regulations (40 CFR Part 122).
