Jackson Steel Mineola/North Hempstead, New York Site Description The Jackson Steel site is an inactive "roll form metal shapes" manufacturing facility located in Mineola/North Hempstead, NY. Jackson Steel operated at the Site as early as 1970 and ceased operations in 1991. Degreasers, including tetrachloroethylene (PCE), trichloroethylene (TCE), and 1,1,1-trichloroethane, were used at the facility until March 1985. Sludge from degreasing equipment was stored in drums. During a 1981 inspection of the facility by the Nassau County Department of Health, improper spill control at the waste storage area was noted. The Site is located in a mixed-use area, with commercial and industrial properties located to the south and west and residential properties located to the north and east. Current Site Status and Cleanup Actions to Date • In 2002, due to elevated levels of PCE in the indoor air of an adjacent daycare center and an adjacent billiards hall, EPA's emergency response team installed vacuum extraction systems under the concrete slabs of the buildings to prevent any contaminants from entering the buildings in case the soil and ground water under the buildings were the source. • In September 2004, a Record of Decision (ROD) was signed. The selected remedy calls for in-situ soil vapor extraction (ISVE) for underground soils contaminated with volatile organic compounds (VOCs); excavation and off-site disposal of contaminated surface soils; excavation and off-site disposal of the contents of on-site dry wells, sumps, and a trench located inside the on-site building; decontamination of the building floor; in-situ chemical oxidation (ISCO) of the contaminated upper aquifer in the source area; and extraction and treatment of the contaminated lower aquifer if, during the design stage, it is determined that Site-related contamination is affecting the lower aquifer. • In March 2005, ISVE and ISCO pilot-scale treatability studies began. The groundwater investigation also started in March 2005. It is anticipated that the treatability studies and the groundwater investigation will be completed in late December 2005. • The remedial action related to the excavation and building decontamination began in October 2005. It is anticipated that this work will be completed in spring 2006. Current Funding Status • From 2001-2004, EPA spent approximately $37,000 related to vapor intrusion and indoor air sampling at the Site and its vicinity and the installation of mitigation systems at a nearby daycare center and billiards club. • From 2002-2004, EPA spent approximately $2,275,000 to perform a remedial investigation and feasibility study to determine the nature and extent of the contamination at and emanating from the Site and to Key Accomplishments • In 2002, EPA's emergency response team installed vacuum extraction systems at two businesses adjacent to the Site. • The Record of Decision (ROD) was signed in September 2004. • The remedial action commenced in October 2005.
