RFP for LFG Energy Project at Mt. Carberry Landfill, NH

As a service to our Partners and other stakeholders, EPA's Landfill Methane Outreach
Program (LMOP) is sharing information about a request for proposals (RFP) from the
Androscoggin Valley Regional Refuse Disposal District (District) in Berlin, New
Hampshire. Please note that EPA is not affiliated in any way with the review and
selection process. Information provided below is based on the RFP

The District is soliciting qualifications and proposals to develop (i.e., finance, own,
permit, design, build, operate) a landfill gas (LFG) energy project for the Mt.
Carberry Secure Landfill (Landfill). The District previously had an LFG energy project
that included processing and compressing LFG, and subsequent delivery to a nearby
paper mill via a dedicated LFG pipeline. However, the contract for this prior end use has
expired.

The District is now considering other possible LFG energy projects at the landfill, and is
seeking proposals that will manage the LFG in an environmentally responsible and safe
manner that will provide consistent, long-term revenue streams to the District.
Refinement of the gas into renewable natural gas (RNG) for export into a nearby natural
gas pipeline operated as the Portland Natural Gas Transmission System is the preferred
end-use option the District is considering, although other proposal options will be
reviewed on a case-by-case basis.
