Environmental Protection Agency
Spatial Data Library System (ESDLS)

The Environmental Protection Agency's (EPA) Office of Information Resources Management (01RM)
and the EPA Geographic Information Systems (GIS) Work Group have completed development of
ESDLS Version 3.0, a repository for the Agency's new and legacy national geospatial data holdings.
Users can access metadata for these holdings through Agency GIS applications, and will be able to
access them through the National Spatial Data Infrastructure.

ESDLS data sources include: U.S. Bureau of the Census 1990 and 1992 Topologically Integrated
Geographic Encoding and Referencing (TIGER)/Line, 1990 Summary Tape Files (STF) 3A and Public
Law (P.L.) 94-171, U.S. Geological Survey (USGS) Geographic Names Information System (GNIS) 2,
Hydrologic Unit Code (HUC), 1:2M Digital Line Graph (DLG), EPA Envirofacts, Environmental
Photographic Interpretation Center (EPIC) National Priorities List (NPL) boundaries, Reach File (RF) 1,
Omernik Ecoregions, 1994 Fish Consumption Advisories, ST ability ARray (STAR) Meteorological
Stations, Geographic Information Retrieval and Analysis System (GIRAS), and Geographic Data
Technologies (GDT) ZIP Boundary and Inventory files.

ESDLS will advance the Agency's efforts to meet the goals identified in:

•	President's Executive Order 12906 (Coordinating Geographic Data Acquisition and Access: The

National Spatial Data Infrastructure).

•	Office of Management and Budget (OMB) Circulars A-16 (Coordination of Surveying,
Mapping, and Related Spatial Data Activities) and A-130 (Management of Federal
Information Resources).

•	Federal Geographic Data Committee (FGDC) Guidelines for Implementing the National
Geospatial Data Clearinghouse.

•	EPA GIS Strategic Plan.

•	Draft EPA Spatial Data Management Plan.

•	EPA Order 2100 (Information Resources Management Policy Manual).

The primary objectives of ESDLS are to:

•	Create a nationally consistent spatial data library system.

•	Integrate geospatial data in a standard framework.

•	Apply the appropriate standards and guidelines for management and use.

•	Provide a nationally consistent application-ready geospatial database.

•	Provide the Agency with access to ARC/I NFO-ready format geospatial data.

•	Be a primary component of the Envirofacts Warehouse.

Under the current implementation plan, data prepared from external data sources are incorporated into
ESDLS. Because these geospatial data are so diverse, a phased implementation approach was used.

The schedule below shows ESDLS's five development versions, listing the
geographic extent, the theme content, the user service, and the completion
date:

Themes: TIGER 92, TIGER 90 blocks and block groups boundaries, points, and centroids,
Envirofacts points (Toxic Release Inventory System [TRIS]; Comprehensive Environmental
Response, Compensation, and Liability Information System [CERCLIS]; Resource
Conservation and Recovery Information System [RCRIS]; Permit Compliance System
[PCS]; and Facility Index System [FINDS]), GNIS2 (hospitals, schools, and populated

Version 2.0: Geographic Extent: CONUS, Alaska (AK02), Hawaii (H115), Puerto Rico (PR72), Virgin
Islands (VI78).

Themes: Version 1.3 themes, TIGER 92forAK02, HI15, PR72, and VI78, GIRAS, 1994 Fish
Consumption Advisories, STAR Meteorological Stations.

User Service: EPA and other federal.

Completion Date: September 30, 1996.

Version 3.0: Geographic Extent: CONUS, AK02, H115, PR72, VI78.

Themes: Version 2.0 themes; State and County boundaries for AK02, H115, PR72, and
VI78; 1994 DLG data for federal lands; five-digit ZIP code boundary and inventory points
for CONUS, AK02, and HI15.

User Service: EPA and other federal.

Completion Date: September 30, 1997.

ESDLS Version 3.0 runs on a Digital Equipment Corporation (DEC) Alpha/UNIX server, using
ARC/INFO 7.1.1.
