EPA Regions 9 and 10.

The West Coast Collaborative is pleased to announce the South Coast Air
Quality Management District's (SCAQMD) receipt of a U.S. Environmental
Protection Agency (U.S. EPA) Diesel Emissions Reduction Act (DERA)
National Grant to electrify cargo handling equipment. This project will be
implemented using $2,349,995 in DERA grant funding combined with
$2,719,900 in matching funds from the SCAQMD and their project
partners.

What is this Project?

South Coast Air Quality Management District (SCAQMD) in partnership with
Safeway-Albertsons (Albertsons), McLane Company (McLane), and Port of
Long Beach, will replace a total of 14 diesel yard hostlers with all-electric
hostlers at 4 distribution centers, and replace 5 diesel intermodal box
connector (IBC) carts with all-electric IBC carts at the Long Beach Container
Terminal (LBCT) within the Port of Long Beach.

Why is this Project Important?

Exposure to diesel exhaust is associated with decreased lung function and
can also exacerbate the symptoms of asthma, bronchitis and pneumonia. By
Reducing emissions from the distribution centers, and the LBCT port facility,
will help alleviate air quality impacts on nearby communities and spur
increased adoption of zero-emission technologies through the project's
outreach activities. The day-to-day operations and activities of goods
movement in and around these communities result in high levels of
emissions of ozone precursors, toxic air contaminants, and greenhouse
gases from diesel exhaust emissions. Many constituents of diesel exhaust
are classified by local, regional, state, federal, and even international
organizations as human carcinogens or likely human carcinogens.

Who are the project Partners?

This project will be administered by the SCAQMD, is regional agency with
jurisdiction over air quality in California's South Coast Air Basin. SCAQMD
received this DERA grant through the Collaborative and will distribute these
grant funds to their project partners. SCAQMD will be responsible for all
data monitoring and reporting.
