Memorial Homes: Industrial Use to Affordable Housing Williamsport, Pennsylvania Location of Site Site Transformation EPA Grant Recipient: Lycoming County Year Awarded: 2008 Grant Type: Assessment - $200,000 Former Use: Industrial Purposes Current Use: Affordable Housing Development Site History The former Brodart manufacturing and ware- house facility had been used for industrial pur- poses for the past five decades. The vacant struc- ture was in poor, deteriorating condition and de- clared blighted. A Phase I environmental site assessment was con- ducted on the site in 2008 using funds from an EPA Brownfields Assessment Grant. This assess- ment opened the door to redevelopment. The project has been a six-year, county and city-led partner- ship to address environmental remediation and community development. • 40 units of affordable housing constructed • $19,300,000 in public and private funds leveraged • Provides $115,000 annually in real estate taxes • Catalyst for neighborhood revitalization Remediation consisted of asbestos removal, building demoli- tion, 8 feet of soil excavation, construction of a clean soil cap, and installation of a vapor mitigation system.
