The Water Infrastructure Finance and Innovation Act (WIFIA) program accelerates investment in our nation's water infrastructure by providing long-term, low-cost supplemental loans for regionally and nationally significant projects. SPRINGFIELD WATER AND WASTEWATER INFRASTRUCTURE RENEWAL PROGRAM BORROWER: Springfield Water and Sewer Commission LOCATION: Springfield, Massachusetts WIFIA LOAN AMOUNT: $250 million TOTAL WIFIA PROJECT COSTS: $550 million POPULATION SERVED BY PROJECT: 250,000 people NUMBER OF JOBS CREATED: 1,761 jobs PROJECT DESCRIPTION The Water and Wastewater Infrastructure Renewal Program will increase system reliability and ensure safe drinking water by rehabilitating, replacing, and upgrading the Commission's drinking water and wastewater treatment processes. The program includes 30 integrated water and wastewater infrastructure projects that will address aging infrastructure, accelerating system updates by approximately 15 years. The project also promotes renewable energy use by rehabilitating the system's hydropower facility, reducing reliance on fossil fuels. The projects will ensure current and future regulatory compliance, including the removal of disinfection byproducts and new water discharge limits, and ensure system reliability and redundancy. PROJECT BENEFITS • Rehabilitates the hydropower facility to create renewable energy to power system facilities. • Provides safe drinking water and increases system reliability by rehabilitating aging infrastructure. • Improves water quality of the nearby waterways by reducing sewer overflows. • WIFIA lending accelerates system updates by 15 years and saves the City an estimated $60 million.
