Current Site Uses
A portion of the Koppers Pond area
of the site is fenced; the Koppers
Pond area is not in use. The facility
part of the site remains in industrial
use.

Use Restrictions

Institutional controls will restrict
activities in the Koppers Pond area
of the site.

SETTING:

The site includes the Kentucky Avenue Well, a former municipal water
supply well, the 59-acre former Westinghouse Electric Corporation's
Industrial and Governmental Tube Division facility (facility), the 12-acre
Koppers Pond, an industrial drainage way and an area of contaminated
groundwater.

The site is surrounded by existing residential and industrial uses.

The facility includes two wastewater treatment plants and areas of grass
lawn, pavement and buildings.

The village of Horseheads, Hardinge, Inc., the Elmira Water Board and
Silagi Development and Management, Inc. own parts of
the site.

Surrounding population: 1 mile, 2,830 people; 3 miles, 23,451 people;
5 miles, 53,113 people

CLEANUP STATUS:

Manufacturing processes at the facility led to soil, sediment and
groundwater contamination at the site.

The Kentucky Avenue Well closed in 1980 following the discovery of
contamination. EPA added the site to the Superfund program's National
Priorities List in 1983.

EPA connected 95 residences and three commercial properties to the
public water supply between 1985 and 1994.

In 1995, short-term cleanup included removing buried drums
containing waste from areas at the facility.

In 2007, EPA collected indoor air samples at residences located near
the facility and installed systems to prevent contaminated vapor entry.

Cleanup activities for soil and sediment finished in 2000 and 2003.
The groundwater treatment system operated until 2014.

The potentially responsible parties conducted cleanup activities at
the Koppers Pond area of the site, including capping the pond. A Site
Management Plan has been approved.
