la. Purpose of Long-Term Performance Goal:

This long-term performance goal (LTPG) tracks MMTC02e reductions from all Pollution Prevention (P2)
Grant Program activities. MMTC02e is calculated by using an online tool to convert standard metrics for
electricity, green energy, fuel use, chemical substitutions, water management, and materials
management into MMTC02e (https://www.epa.gov/p2/pollution-prevention-tools-and-calculators).

lb. Performance Measure Term Definitions:

Million Metric Tons of Carbon Dioxide Equivalent (MMTCO?e): Carbon dioxide equivalent is a measure
used to compare the emissions from various greenhouse gases based upon their global warming
potential. For example, the global warming potential for methane over 100 years is 21. This means that
emissions of one million metric tons of methane is equivalent to emissions of 21 million metric tons of
carbon dioxide (https://stats.oecd.org/glossary/detail.asp?ID=285).

EPA Pollution Prevention Grants: Grants provided to state governments, colleges and universities
(recognized as instrumentalities of the state), federally recognized Tribes, and intertribal consortia to
help them develop and adopt source reduction practices.

2a. Data Source:

•	Primary (original) Source(s) of Data and Name(s) of Relevant Information System(s): Original source
of data is P2 grantees, who will enter data into EPA's P2 Grants Plus database (EPA regional P2 staff
have historically entered data provided by P2 grantees).

•	Entity That Reports Data to the System: EPA/OCSPP/OPPT/Pollution Prevention Branch (PPB) reports
the data.

•	Frequency and Timing at Which Primary Data are Reported to EPA: Data are reported annually. This
LTPG has a one-year reporting lag due to the grant reporting cycle.

•	Smallest Unit for Which Data are Collected: Data is collected at the facility-level and reported by
individual P2 grantees.

2b. Data needed for interpretation of (calculated) Performance Result:

•	Baseline: The FY 2021 baseline reduction of 1.2 million metric tons of carbon dioxide equivalent
(MMTC02e) is attributed to EPA P2 grants in FY 2019.

•	Tracking Progress: P2 grants have two-year periods and full submission of grant data, but results are
reported annually and reviewed by senior management.

•	Universe: MMTC02e reduction reported each year from all P2 Grants.

3.	Calculation Methodology:

The program provides grantees with tools for calculating the environmental and cost impacts of the P2
actions that businesses implement as a result of grantee technical assistance. The program uses its
calculator tools to review individual grantee results reported for a fiscal year. For final reporting, the P2
program aggregates all grantee results.

Annual total MMTC02e results are the total reported by grantees in a single year plus the contributions
from the previous three years. EPA uses this rolling four-year number to account for the recurring
benefits that adoption of a P2 action can have (not just in the year it was implemented, but also in
future years). This approach was recommended by EPA's Science Advisory Board.

4.	Quality Assurance/Quality Controls:

Grantees maintain their own Quality Assurance Project Plans (QAPPs). The Headquarters P2 Program
provides QA guidance to grantees and Regional P2 Coordinators. Regional P2 Coordinators conduct an
initial QA review of grant results reported. The Headquarters P2 Program conducts the final QA process
with a review of results reported for each grant project and facility-level results reported per project.
Grants have an average of 2-3 projects per grant, with numerous facility-level results typically reported
for most projects.
