SETTING:

The site is forested except for 30 acres in the northwest part of the
site, which was cleared and regraded by Pennsylvania Department
of Environmental Protection (PADEP) as part of an unrelated mine
reclamation project.

Milwaukee Road Corp, Inc. owns the site. However, Lackawanna
County listed the property for tax foreclosure sale. A recreation area
and maintenance property also owned by Lackawanna County borders
the site to the northeast and the Pennsylvania turnpike borders the site
to the northwest. A residential development and an inactive municipal
landfill border the site to the southwest.

Two remediated areas are fenced to protect the soil cover, and signs are
posted to prevent trespassing.

The site is currently zoned for urban development. The site is in an
urban core growth area and near critical transportation corridors.

Surrounding population: 1 mile, 2,343 people; 3 miles, 54,486
people; 5 miles, 54,486 people

REMEDIAL STATUS:

The site's potentially responsible parties used the former underground
and strip mine as a municipal dump from 1964 to 1968. Illegal
dumping of 1,200 drums containing hazardous organic chemicals
and heavy metals contaminated air, soil, surface water, sediment and
groundwater.

EPA added the site to the Superfund program's National Priorities List
(NPL) in 1984. After cleanup, EPA deleted the site from the NPL
in 1999.

EPA selected a cleanup plan for the site in 1985. Cleanup of the site
included removal and off-site disposal of 125 drums and remnants,
collection and treatment of contaminated water in nearby ponds,
excavation and off-site disposal of contaminated soils, and construction
of a soil cover over the area.

The city of Scranton performs regular operation and maintenance
activities at the site.
