PARTNERSHIP

DIRECTORY

The desire to protect and restore Lake Michigan has created a number of governmental
programs at the international, national, state, tribal and local levels. Recent reorganizations
and downsizing have prompted government agencies to seek opportunities for forming part-
nerships to leverage their scarce resources. The intent of this fact sheet is to present some of
the possible international, federal, state and tribal governmental partners involved in Lake
Michigan issues, provide brief descriptions of their roles and list contacts for further informa-
tion. Partners at the local level arc key to any successful effort. Unfortunately, all of the
possible partners arc too numerous to list.

International Joint Commission

The International Joint Commission (IJC) is an independent organization setup underthe 1909
Boundary Waters Treaty betw een the United States and Canada. By virtue of the authority
contained within the treaty, the IJC is assigned several responsibilities, one ofwhich is to monitor
and assess progress made pursuant to the Great Lakes Water Quality Agreement.

Great Lakes Commission

The Great Lakes Commission (GLC) is an interstate compact commission comprised of
gubernatorialv-appointed and legislatively mandated representatives of the eight U.S. Great
Lakes states and is the only Great Lakes organization with a statutory mandate to represent its
views on comprehensive development, use and conservation of Great Lakes Basin collective
aquatic resources.

Great Lakes Fishery Commission

The Great Lakes Fishery Commission (GLFC) was established by the Convention of Great
Lakes Fisheries between Canada and the United States, which was ratified in October
1955. The GLFC was formed to handle five general duties: 1) to formulate a research
program to determine the need for measures to make possible the maximum sustained
productivity of any stock of fish of concern to both countries; 2) to coordinate and/or
undertake such research: 3) to recommend appropriate measures on the basis of the
findings of the research: 4) to formulate and implement a comprehensive program for the
eradication or minimization of sea lamprey populations; and 5) to publish information ob-
tained under its activities.

Council of Great Lakes
Governors

The Council of Great Lakes Governors is a private,
non-point corporation devoted to working
cooperatively on public policy issues common to the
eight Great Lake states. Since its inception in 1982,
the Council has emphasized the benefits of a regional
approach to addressing the region's economic needs
and the environmental challenges it faces.

Great Lakes Protection
Fund

The governors of the Great Lakes states created the
Great Lakes Protection Fund in 1989, which is the
nation's first multi-state environmental endowment. It
seeks to become a global model of political and
economic cooperation in the management of a shared
natural resource. The Great Lakes states have
designed the Fund as a $100 million permanent
endowment. The Fund solicits grant proposals for
projects, in participating states, which demonstrate
and/or promote regional action to enhance Great
Lakes ecosystem health.
