Recent reorganizations and downsizing have prompted government agencies to seek opportunities for forming part- nerships to leverage their scarce resources. The intent of this fact sheet is to present some of the possible international, federal, state and tribal governmental partners involved in Lake Michigan issues, provide brief descriptions of their roles and list contacts for further informa- tion. Partners at the local level arc key to any successful effort. Unfortunately, all of the possible partners arc too numerous to list. International Joint Commission The International Joint Commission (IJC) is an independent organization setup underthe 1909 Boundary Waters Treaty betw een the United States and Canada. By virtue of the authority contained within the treaty, the IJC is assigned several responsibilities, one ofwhich is to monitor and assess progress made pursuant to the Great Lakes Water Quality Agreement.
