Testing Provisions for Air Emission Sources

ACTION

•	On March 7, 2023, the U.S. Environmental Protection Agency issued a final rule that
made corrections and updates to some of its emissions measurement methods that are
included in various stationary source regulations and used at stationary and industrial
sources.

•	The revisions consist primarily of corrections of typographical and technical errors,
revisions to add clarity and to provide consistency with other monitoring requirements,
and revisions and additions to quality assurance/quality control and best laboratory
practices. The final revisions apply to industries that are already subject to various testing
provisions.

•	The revisions improve the quality of data and give source testers the flexibility to use
newly approved alternative procedures.

•	Many of the revisions were brought to EPA's attention by regulated sources and end-
users like environmental consultants and compliance professionals.

•	EPA takes this routine step every few years to improve consistency in measurement
methods and data quality.

BACKGROUND

• On April 26, 2022, the EPA published a proposed rule and received 11 comment letters
from the public. After considering the comments, EPA made changes to the proposed
rule as appropriate to develop this final rule.
