Public Notice: MAX Environmental Technologies - Bulger, PA

PURPOSE OF THIS NOTICE: The U.S. Environmental Protection Agency (EPA) is announcing its proposed remedy of capping and
land use restrictions for soil; operation of pump-and-treat system and leachate collection systems, monitored natural
attenuation, and use restrictions for groundwater; and monitoring for surface water under the Resource Conservation and
Recovery Act, as amended (RCRA), for the MAX Environmental Technologies Bulger facility (Facility).

Summary of Proposed Action:

RCRA Corrective Action - Cleanup Proposal

FACILITY DESCRIPTION: The 202-acre Facility is located at 200 Max Drive, Bulger PA 15019. Waste treatment and disposal
operations began in 1958 at the Facility, which was the site of a former strip mine. No hazardous waste operations or disposal
has occurred at the Facility since 1987 except for permitted disposal of residual wastes to properly close former
impoundments. Primary contaminants include metals and nitrate in groundwater and chloride and manganese in surface
water. Remediation has consisted of impoundment capping/closures and leachate and groundwater collection and treatment.

COMMENT PROCESS: Persons to comment on EPA's proposed decision must submit comments to EPA within the 30-day
comment period ending 9/3/2021. Interested persons may also request a public hearing on this proposed remedy. All
comments and/or requests for a hearing must be submitted in writing via mail, fax, or email to the EPA Project Manager, Griff
Miller as listed above, and must be received prior to 9/3/2021. All comments will be considered in making a final decision.

FINAL DECISION: EPA will make a final decision after considering all comments, consistent with applicable RCRA requirements
and regulations. If the remedy is substantially unchanged from the one in this notice, EPA will issue a final decision and inform
all persons who submitted written comments or requested notice of EPA's final determination. If the remedy is significantly
different from the one proposed, EPA will issue a public notice explaining the new remedy and will reopen the comment
period.
