How to Request an EPA Manufacturer Code

Each company1 that needs to use EPA's Engines and Vehicles Compliance Information System (EV-CIS)
must obtain an EPA manufacturer code and register that code in EV-CIS. This document shows how to
obtain and register a manufacturer code.

EPA assigns a 3-character, alpha-numeric manufacturer code to each company that wants to certify their
vehicles, engines, or equipment with EPA, or to submit information such as compliance reports or other
information required by EPA. Only one manufacturer code is assigned to each company, even if that
company plans to certify products from multiple industries.

If a company does not yet have an EPA-assigned manufacturer code, that company will need to have one
assigned to it. For EPA to assign a manufacturer code, one person from that company must complete the
EV-CIS manufacturer registration process.

This document is divided into two sections. Section A outlines the process for creating an EV-CIS user
account through the Central Data Exchange (CDX) that will be used to request a manufacturer code.
Section B outlines the process for requesting an EPA manufacturer code once an EV-CIS user account has
been created.

A. Create an EV-CIS CDX User Account

EV-CIS uses EPA's CDX as the interface for companies that need to submit information to EV-CIS. The first
step of the EV-CIS manufacturer registration process is to have one person from your company create an
EV-CIS (CDX) user account.

For instructions on creating EV-CIS (CDX) user accounts that will be used to submit certification and
compliance information for a specific manufacturer code once it has been issued, please go to
https://www.epa.gov/ve-certification/account-setup-engines-and-vehicles-compliance-information-
svstem-ev-cis.

NOTE: The CDX user authentication process includes Multifactor Authentication (MFA) through the US
Government's Login.gov solution. If you have not already done so, you will be required to create a
Login.gov account to create and access your CDX account(s). For more information, please visit
https://login.gov/.

then select "EV-CIS: Engines and Vehicles - Compliance Information System (2)" to get a list of

the "Manufacturer Code Requester" link will be available. You will receive an email that states, "You
have successfully created an account with EPA Central Data Exchange (CDX)." You will be notified
when the account has been activated." Once your account is activated, you will receive a second
email that states, "Your Central Data Exchange (CDX) Role has been activated by EPA."

The next step in the process is to request a manufacturer code for your company.

1. Login to the CDX account created in section A. From your MyCDX home page, click on the
"Manufacturer Code Requester" link.

4. On the "Contacts" tab, you will need to add company contacts as follows:

a.	You are required to provide at least one contact for each of the industries selected on the
"Applicable Industries" tab. Your company will have an opportunity to add more contacts later.

b.	Each contact must also have an associated role, so select a role from "Contact Role(s) drop down
menu. The selections from this dropdown menu are limited so select the one that seems most
applicable.

c.	A contact address must be selected from the "Address" pull-down. The address pull down is
populated from the information provided on the "Locations" tab.

d.	If the correct address does not appear in the pull-down list, you will need to return to the
"Locations" tab where you can edit or add a new company address.

e.	Fill in the Industry/Compliance Program(s)/Notifications. You will need to select a "Compliance
Program" for each industry that was selected on the "Applicable Industries" tab. The selections
from this dropdown menu are not applicable to the code request process, so select the one that
seems most applicable. Your company will have an opportunity to modify these selections later.

When you have finished entering all contacts, click "Done." Then click "Next" to continue.

IMPORTANT NOTE: Entering a contact here is NOT the same as creating an EV-CIS (CDX) user account for
that person, nor does it assign them any user roles (CAO, CROMERR Signer and/or Submitter). Please go

to https://www.epa.gov/ve-certification/account-setup-engines-and-vehicles-compliance-information-
system-ev-cis for information on how to set up EV-CIS accounts.

7. Once the code request has been submitted, EPA will email you the manufacturer code. Although EPA
tries to respond to all manufacturer code requests within five business days, it may occasionally take
longer. If you have not received your code within 5 business days, please send an email to
evcis@epa.gov.
