<&ER<\ Acid Rain Hotline

(617) 674-7377

Monday through Friday
9 a.m. to 5 p.m., Eastern Standard Time

n 1991, the Environmental Protection Agency (EPA) created the Acid
Rain Hotline to respond to questions, provide general information,
and disseminate EPA documents related to the Acid Rain Program to
all interested parties. The Hotline provides its semces to several
groups, including trade associations, consumer groups, businesses,
state and local government agencies, and the general public. The
Hotline assists callers who have specific technical questions by forward-
ing these inquiries to experienced EPA Acid Rain Division personnel,
who review them and respond to the caller, usually within 24 hours.
Utilities may find the Hotline especially useful for obtaining information
that may help them comply with the acid rain regulations.

Information Available from the Hotline

At the request of the caller, Hotline personnel will send, free of
charge, the documents listed below.

guide that answers common
inquiries about the Acid Rain
Program.

chure that explains the envi-
ronmental benefits of the Acid
Rain Program in a question
and answer format.

(EPA430/F-92/019). Provides an
overview and discusses the in-
terdependence of the Acid
Rain Core Rules — Permits,

tinuous Emission Monitoring,
and Excess Emissions.

-------
•	Environmental Benefits —
(EPA430/F-92/015). Dis-
cusses the environmental
effects of acid rain and the
benefits that will accrue as
a result of the required
emissions reductions.

•	Allowance System —
(EPA430/F-92/018).

Reviews the Allowance
System Rule, including
compliance requirements;
procedures for trading,
transferring, and tracking
allowances; and methods
utilities can use to obtain
bonus allowances from the
reserves.

•	Permits — (EPA43G/F-92/
016), Describes the key
requirements of the Permits
Rule and the purpose of the
operating permit. Outlines
permit application require-
ments and compliance
options for Phase I and
Phase II utilities, and dis-
cusses the appeals and
revisions procedures.

(EPA430/F-92/022). Describes
the process by which Phase I
Extension applications will be
received and acted upon by
EPA and how Phase I Exten-
sion Reserve allowances will
be awarded,

•	Continuous Emission
Monitoring (CEM) —
(EPA430/F-92/021). Reviews
the Continuous Emission Moni-
toring Rule, and discusses re-
quirements that a utility must
follow for monitoring sulfur di-
oxide (SO2) and nitrogen ox-
ides (NOx) emissions.

•	Excess Emissions —

(EPA430/F-92/020) Gives an
overview of the Excess Emis-
sions Rule, and describes the
procedures, requirements, and
penalties that apply to a utility
that exceeds its annual SO2
and NOx emissions.

•	Auctions, Direct Sales,

and Independent Power Pro-
ducers Written Guarantee
Regulations — (EPA430/F-
92/017). Reviews the key
components of the Auctions
and Sales regulations and the
role that the auctions, sales,
and IPP written guarantees will
play in the market-based allow-
ance trading system.

•	Conservation and Renew-
able Energy — (EPA430/F-
92/023). Provides an
overview of EPA's Energy
Conservation and Renewable
Energy Reserve, and de-
scribes the eligibility require-
ments that a utility must meet
to qualify for allowances from
